An Instruction Manual for the “Online Q & A”

The “Online Q & A” is a service made available by the official website of the People’s Government of Zhejiang Province, geared towards promoting exchanges and communication between government and the public and providing a more convenient information service for the public. People can communicate online with personnel on duty in relevant departments of the People’s Government of Zhejiang Province via the client software of “Zhejiang E-government Platform”. Units directly affiliated with the People’s Government of Zhejiang Province will give prompt responses to questions raised by the public or transfer them to other relevant departments for replies.

1. The “Online Q & A” deals largely with questions concerning contact details, basic procedures and relevant policies which individuals or enterprises are confronted with in the process of handling affairs in various provincial-level departments. By taking into account the complexity of questions, personnel on duty will offer direct responses immediately or notify them of detailed channels for further information.

2. The “Online Q & A”, in principle, doesn’t deal with issues that take a relatively long time for investigation, such as lodging complaints or appeals. If individuals or enterprises do need to lodge complaints online, they should be informed of the channel for complaints.

3. To ensure the optimal utilization of the resources of the “Online Q & A”, people should endeavor to raise questions in a non-repetitive and concise manner. Personnel on duty will not respond to greetings, casual conversations or empty questions.

4. The working time of personnel on duty in various departments synchronizes with that of the organs directly under the People’s Government of Zhejiang Province. When personnel on duty are off line, people can directly submit questions to the relevant interactive platform of the official website of the People’s Government of Zhejiang Province via the Client Portal.

5. The responses made by personnel on duty in the “Online Q & A” serve only as instructive suggestions for reference. They do not possess legal validity, thus being ineligible to act as a foundation for tackling practical problems.

6. If people have questions about the promptness and accuracy of the responses or feel discontented with the attitude of personnel on duty, they can report it to the official website of the People’s Government of Zhejiang Province.

7. Because the instant message software is dramatically affected by software or hardware, such as the Internet, the system or terminal equipment, it is likely that breakdowns occur in operation. There is a possibility that questions that the public submit to the Client Portal may be lost or fail to reach personnel on duty. Therefore, when it comes to counseling about important questions or reporting major events, it is advisable that you should do so in a written form or by call, or send an email to the official website of the People’s Government of Zhejiang Province.
