More Than A Quarter of the Land and Sea Area Under Jurisdiction of the State Included in the Red Line Control

Recently, a red line of ecological protection was released, defining the total area, the basic pattern, the main types the distribution of the red line of ecological protection in Zhejiang Province. A total of 38,900 square kilometers is included in this red line of ecological protection, accounting for 26.25% of the land and sea areas over which the state has jurisdiction. The basic pattern of this red line is “three zones and numerous points”. And the red line of land ecological protection mainly includes 5 sub-zones of 4 functional types of water source conservation, biodiversity conservation, soil and water conservation and other ecological functions.

 

The ecological protection red line refers to the area that has crucially important ecological functions within the ecological space and that must be compulsorily and strictly protected. It is the bottom line and lifeline for safeguarding and maintaining the national ecological security. The “Opinions on Accelerating the Construction of Ecological Civilization” and the “Overall Plan for the Reform of Ecological Civilization System” issued by the Central Committee of the Communist Party of China and the State Council clearly state that it is necessary to deepen the reform of the ecological civilization system and delineate the red line of ecological protection. The ecological protection red line usually includes important zones with ecological functions of water source conservation, biodiversity conservation, soil and water conservation, wind prevention and sand fixation, and coastal ecological stability, as well as vulnerable ares to such ecological and environmental destruction as soil erosion, land desertification, rocky desertification and salinization. As far as the actual situations in this province are concerned, the red line of ecological protection in this province includes areas subject to destruction excluding land desertification, rocky desertification and salinization.

 

More than one-quarter of the land and sea areas over which the state has jurisdiction are included in this red line protection areas, of which the red area of the land ecological protection is 24,800 square kilometers, accounting for 23.82% of the land area over which the state has jurisdiction in this province; the red line area of marine ecological protection is 1.41 million square kilometers, accounting for 31.72% of the area under the jurisdiction of the state in this province.
