1.17 Million Enforcement Cases Get Closed: Great Progress in “Basic Solution of Difficulties in Enforcement”

On 5th July, a provincial video conference on “basic solution of difficulties in enforcement” was held in Hangzhou. According to sources from the conference, since the Supreme People's Court assigned the task of “basic solution of difficulties in enforcement”, our province has achieved great progress.


Over the two years, altogether 1.17 million enforcement cases have been settled in the whole province, increasing 27.57% as compared with the previous two years; a total sum of 299.5 billion yuan has been settled in place, 70.34% more than that in the previous two years; a list of 1.282 million names of discredited people subject to enforcement have been made public; 439 people have been sentenced for not executing the judgment or adjudication. 69,000 people subject to enforcement have been controlled by the courts with the assistance of the public security organs, the development and reform commissions, and land and resources bureaus, and 5.2 million inquiries have been made into real estates, with 12.57 billion yuan frozen in bank accounts. A long-term enforcement mechanism has been established, including enforcement bailout, judicial online auction, and court and house of detention cooperation, and a series of new measures have been attempted such as judicial assistance insurance on enforcement, enforcement service zone and forced move-out.


Solving enforcement problems is a systematic project. In order to win the enforcement battle, the conference demanded the courts to make more efforts in strengthening the enforcement, improving supervision and management, promoting smart court, enhancing enforcement publicity, and consolidating team construction. Taking full advantages of the enforcement mechanism which emphasizes unified management, unified coordination, and unified leadership, the courts should make use of all possible measures to overcome obstacles and fight against difficulties, and bring all enforceable cases to full settlement. All those who fail to fulfill their duties within the time limit set in the letter of enforcement will be restricted beyond high consumption; all those who refuse to declare their property or fail to declare truthfully will be subject to detention or penalty; and all those who fail to fulfill their duties actively will be restricted from going abroad. All the related departments should act in full cooperation while improving the coordinative mechanism in enforcement inspection, joint credit punishment, and crackdown on anti-enforcement crimes. All levels of Party committees and governments should provide strong support.
