“Benefit Package” for Talents - New Policies Attracting Top-notch Talented People

Recently, a series of conferences on talents and technology have been held in our province, including 1st China Overseas Engineers Conference, 20th Annual Conference of China Association for Science and Technology, and the 2050 Conference. These conferences were attended by a great number of talents, thus highlighting the great ambitions of Zhejiang Province to attract talented people from all over the world.

 

Hard power and soft power both ultimately depend on the strength of talents. Talents, especially those equipped with top-notch technologies, determine the economic competitiveness and the development potential in the future of a place. On June 6th, Zhejiang issued a series of policies designed to recruit talented and able people. What are the highlights of these new policies? What benefits are to be provided based on these policies? And how are they about to help Zhejiang promote high-quality development? With these questions in mind, the reporter interviewed those in charge of these issues from the Talent Office of the Provincial Party Committee.

 

Aiming at top-notch and tailored talents

Three types of talents urgently needed in Zhejiang

 

The new policies are tailored for three types of talented and able people, international top-notch talents, industrial pillars, and outstanding young talents.

 

Zhejiang ranks in the forefront of the country in terms of the number of talented people, with the number of experts funded by the national “Thousand Talents Plan”in the fourth place in the country and the number of experts funded by the“Thousand Enterprise Talents” and the“Thousand Foreign Experts”in the first place in the country for five consecutive years, but with an scarcity of international top-notch talents. Even in the field of the Internet which we are proud of, there is still a lack of voice from Zhejiang.

 

To seize the opportunities for development, to overtake other nations during critical periods, and to compete for a voice in industries depend on a great number of talents who are at the forefront of the development of science and technology in the world and who are equipped with top proficiency. From this year onwards, masters with global appeal and influence can enjoy the benefits of“special discussion of each issue”,“a tailored policy for each individual”, and tailored allocation of support resources in Zhejiang. A good case in point is that such top-notch talents as tenure professors from well-known universities abroad can be directly identified as experts funded by the provincial “Thousand Talents Plan”in the future.

 

With higher requirements for top-notch talents, Zhejiang also has a more precise talent orientation. Recently, in accordance with the eight industries with an annual output worth more than one trillion yuan and “Made in China 2025” Zhejiang Program of Action, Zhejiang Province Human Resources and Social Security Department released a directory of key industries and fields for the selection and recommendation high-level talent projects. The new policies formulated this time propose the implementation of the “talent plus” action and the use of experts funded by “Thousand Talents Plan” and “Ten Thousand Talents Plan”mainly in such key domains as the digital economy, artificial intelligence, high-end equipment, additive manufacturing, science and technology, finance and other areas in our province.

 

Guided by the conception of “good steel used on the cutting edge”, the head of the Talent Office of the Provincial Party Committee stated that the “introduction,cultivation and use” of talents should be closely integrated with the actual economic and social development in Zhejiang and focus on the leading industries. This is not only a respect for talents, but also an incentive to the promotion of industrial transformation and upgrading, to the enhancement of efficiency, and to the promotion of high quality development.

 

For outstanding young talents who are expected to become high-end talents, Zhejiang will further increase support and raise the proportion of such talents in various projects. This year our province will pilot the referral system for young talents, so as to allow well-known entrepreneurs and authoritative experts to directly recommend a group of outstanding learned young talents with great potential for development who are to be cultivated into the key talent projects.

 

The sages recommend talents nowadays in the same way that Bo Le was so skilled in selecting fine horses in Ancient times. The “referral system” in the new era will exhibit unique vigor and vitality in Zhejiang.

 

Putting the talents in full play

To put talented people into full play and to make the best use of their talent are the ultimate goals of all the measures designed for the introduction and cultivation of talents. This document of new policies full of practical stipulations provides a glimpse of the ideal“state”of using talents that Zhejiang is eager to achieve.

 

First of all, in the respect of mechanism, our province will introduce a distribution policy oriented to the increase of the value of knowledge in the near future so as to raise the standards of awards for talents including the provincial science and technology awards, encourage researchers in institutions of higher education and institutes to start up in a part-time manner so as to explore a pilot integration of production and education in some universities, and allow high-level talents from enterprises to work as part-time professors in colleges so as to deliver lectures, make breakthroughs in projects, and cultivate talents. At the same time, the new policies also make it clear that institutions of higher learning and institutes can set up special posts in order not to be restricted in terms of the total number of posts and performance-based wages when introducing high-level talents. Classified appraisal of talents will be implemented, the management of the funds for research projects will be relaxed, and high-level talents will be given greater rights to dispose of human,financial and material resources, greater rights to determine the technical routes, and greater rights to set internal organs. For some great-input and high-risk innovation projects, our province will explore the definition and standardization of fault-tolerance measures that are conducive to innovation by talents, thus to strive to create a good atmosphere that encourages innovation and tolerance for failure.

 

Flexible mechanisms provides talents with incentives and enthusiasm. A good mechanism is like a catalyst that can fully stimulate the entrepreneurial and innovative initiatives of talents. The head of the Talent Office of the Provincial Party Committee stated that the introduction of these new measures is to further “relax” talents, to encourage innovation, and to allow talents to become famous and wealthy.

 

The most important thing for high-end talents is a big stage where they can display their talents and achieve their ambitions. In recent years, a good case in point is that the rate of the net influx of talents in Hangzhou has been in the first place in the whole country.

 

These new policies set a number of “minor goals” to be attained in Zhejiang: By 2022, Zhijiang Laboratory is to gather about 2,000 researchers to strive for a national laboratory; 20 well-known universities at home and abroad are to be introduced into this province and 10 new world-class research institutes will be established; West Lake University will gather 300 outstanding teachers from the world within 10 years, so as to be shaped into“Stanford at the doorstep”; by 2022, this province will strive to establish a national industrial innovation center and a national manufacturing innovation center. The construction of a large-scale corridor for scientific innovation in the west of Hangzhou will attract 100 research institutes, 100 talent teams, and up to 100,000 high-level talents, and 10 provincial-level industrial parks designed for“Thousand Talents Project”.

Full of sincerity and warmth, the new policies are praised by high-end talents in Zhejiang. What particularly touches them is not only the practical preferential treatments based on the new policies, but also the minor details concerning “clothing, food, housing and transport” stipulated in the new policies.

 

For example, as for the education of children, the new policies clearly state that the children of high-level talented persons can be arranged to attend schools by the education authorities according to the overall arrangement. And this year, two schools for foreigners’ children will be established. High-level talents can purchase the first apartment without restrictions on household registration, and the province plans to build (newly put into service) 19,000 talent apartments this year; academicians of the“Two Academies” and provincial-level special experts not working in Hangzhou can apply for a pass for vehicles to enter Hangzhou, and high-level talents working in Hangzhou can be granted with allowances for the license-plate bid by the employing units; the experts funded by the national and provincial “Thousand Talents Plan” can be given a low-interest credit loan of a maximum of 10 million yuan and 5 million yuan respectively, and an international talents board is to be set up at the provincial stock exchanges to provide talents with equity financing, listing counseling and other services. In addition, the province will also establish and improve the contact service system for high-level talents. The Party and government leaders at all levels and the members of the leading group of the talents work have one-on-one contact with about 100 high-end talents and about 100 talent projects.

 

The head of the Talent Office of the Provincial Party Committee told the reporter that at the Leading Group Meeting of the Talent work of the Provincial Party Committee   held in April this year, some attendants reflected the actual needs of some high-end talents in “clothing, food, housing and transport”, and subsequently in the campaigns of“grand study,large-scale surveys, and ensured implementation” across the province, many talent workers also heard similar voices. Just over a month later, their aspirations were realized.

 

The constant focus of the talent policies in Zhejiang is to manage to solve the “key trivial matters” that the talents are most concerned about, so as to enable the talents to live and work comfortably in Zhejiang.

 

The key to the talent competition in the new era is the competition of talent ecology. According to the head of the Talent Office of the Provincial Party Committee, over the past 15 years since the implementation of the strategy of empowering the province with talents, the talent work in Zhejiang has experienced a transforming process from emphasizing programs and projects to stressing ecology and environment. In practice, Zhejiang profoundly felt that the simple reliance on financial subsidies, project support, and land supply may attract talents for a time, but it is not sustainable, especially in the current context of the increasing complexity and uncertainty of technological innovation. If scientific research cannot precisely arrange the technical routes, no one knows who will succeed next. What the Party Committee and the government can do is to foster an ecological environment for talents, to provide good talent services, and then to“wait for flowers”.
