"One-Stop Service" Reform Included in Govt Work Report: Transformation of Govt Functions Benefit All

The "one-stop service" reform has been included in the government work report. In his report on the government work at the opening of the 1st Session of the 13th National People’s Congress on March 5, Premier Li Keqiang called for “further promotion of ‘Internet + government service’ to have more businesses handled online. And for those which must be handled off line, efforts must be made to achieve ‘one-stop service’ as much as possible.”
This is the second time the Party Central Committee shows its approval to the reform of “one-stop service”. Previously, on Jan 23, the leading group for comprehensive deepening of reform of the Central Committee suggested promotion of Zhejiang practice to the whole country after it deliberated over the Research Report on “one-stop service” Reform of Zhejiang Province.
“I am so excited, and so proud! It’s so encouraging!” exclaimed Lei Houxing, member of the national committee of CPPCC and President of Lishui Hospital of Traditional Chinese Medicine, after he witnessed the exciting moment at the Great Hall of the People. He underlined the words of “one-stop service” in the government work report with a heavy stroke.
A thousand kilometers away, at Quzhou Administrative Service Centre, the centre staff and those who came for business couldn’t help clapping their hands when they were watching the live broadcast on the big screen. “As a staff member working at the service window, I am so deeply impressed with the satisfaction of the people at the “one-stop service” reform,” said Cao Yun, head of the Operation Office of Quzhou Administrative Service Centre.
“One-stop service” reform, originated in Zhejiang in Dec 2016, refers to the reform of government departments in providing services for enterprises or individuals: on the condition that they have got all the documents ready and that they meet the terms and conditions of certain regulations, enterprises and individuals may get all the procedures done at one stop only or even without leaving their home. By the end of 2017, the “one-stop service” in Zhejiang Province had covered 87.9% of the businesses, achieving a satisfaction rate of 94.7%.
“This reform is the practice of the people-first theory of development in Zhejiang, which has greatly promoted the transformation of government functions and the reform of power operation mode,” said Luo Jianhong, member of the national committee of CPPCC and Vice President of Zhejiang University, who had experienced the convenience of the reform himself. In the summer of 2017, he had to deal with real estate transfer registration in Hangzhou. “Previously I had to go through 3 windows and spend at least 3 hours. But now I’ve got it done at one window within half an hour.”
“The inclusion of ‘one-stop service’ into the government work report will further promote the reform of government administration, and will set new and higher demands on Zhejiang Province,” said Zhang Tianren, deputy to the National People's Congress, president of Tianneng Group, and Secretary of Party General Branch of Xinchuan Village, Meishan Town, Changxing County, who suggested that Zhejiang further break its “information island” in E-government construction and promote the development of E-government system, “so as to provide more experiences of exploration and practice to the whole country ”.
Sun Pishu, a Shandong deputy to the NPC and President of Inspur Group, also show great interest in this reform. “Let the data run, not the people,” he said. As the “one-stop service” greatly improves the business environment of Zhejiang Province, Inspur Group will start its big-data related business in Zhejiang this year.
This means we will set off once more for a new journey, said Ju Jianlin, head of the office in charge of the “one-stop service” reform. According the planning of the Party Central Committee and the State Council, Zhejiang Province will unswervingly deepen the “one-stop service” reform, and strive for a full coverage of all businesses. This year we shall achieve “one-stop service” in approving investment projects of average enterprises, “which may take at most 100 days.”
