On the morning of the 8th, Zhejiang delegation held a plenary meeting to continue to deliberate over the government work report, review the plan report and the budget report. The meeting was open to Chinese and foreign media.

Che Jun, Liu Jianchao, Liang Liming and Yan Jianmin participated in the deliberations. Yuan Jiajun presided over the meeting. Shi Jun, deputy minister of the Ministry of Public Security, and others from the relevant state ministries and commissions attended the meeting to solicit opinions.
As the starting point of the Chinese Revolution, the pioneering place of reform and opening up, and the important germination of Xi Jinping’s socialist ideology with Chinese characteristics in the new era, what kind of state and what kind of action will be taken by Zhejiang Province in order to answer the questions posed in the new era? The reporters were very concerned about this. At 8 o'clock in the morning, many reporters came to the meeting early to prepare their facilities for interviewing, and then interviewed delegates who had entered the auditorium. On the same day, 112 journalists from 73 domestic and foreign media visited the conference. The reporters’ seats were fully occupied and many late reporters could only stand to listen to the conference.
At 9 o'clock, the meeting began, with Xu Wenguang, Ma Weiguang, Xu Guanju, Yin Xuequn, Wu Xiaodong, Li Zhanguo, Qian Sanxiong, Xu Yuning, Shen Manhong, Cai Jiming, Yu Xuewen, Ge Minghua, and Cui Wei making successive speeches.
At 11:00, the meeting entered the questioning session for reporters. Yuan Jiajun first introduced the economic and social development in Zhejiang. He said that the province is currently working together to create "Seven Business Cards" for reform and development, namely, deepening the reform in "One-Stop Service”, enhancing the new vitality of the private economy, promoting "Internet +" technological innovation, accelerating green development, strengthening the open ports, promoting the soft power of culture, and promoting the coordinated development of urban and rural areas. The reporters listen carefully, took notes carefully, and competed to ask questions of their own concern.
At the two national conferences last year, some reporters asked the representative Che Jun about the reform in "One-Stop Service", which was impressive. This time, CCTV continued to ask Che Jun about this issue: "One-Stop Service" was included in this year's government work report. As the province that has taken the lead in carrying out this reform, what progress has Zhejiang made in this respect in more than a year, and what problems still exist?

Che Jun replied that “now I can proudly tell everyone that through a year of hard work, we have made our promises a reality and made the seemingly impossible posssible. At present, the rate of the realization of “One-Stop Service” has reached 87.9% across Zhejiang Province, 7.9 percent higher than expected at the beginning of the year, and the rate of people’s satisfaction with the government work has reached 94.7%.” Che Jun said that “the reform in “One-Stop Service” is the deepening of the construction of the efficiency of the authorities fervently advocated by Comrade Xi Jinping when he worked in Zhejiang in the past. His original aspiration was to implement the concept of people-centered development, with the technical support provided by the Internet and the Big Data as the basis, with the “subtraction” of government power in exchange for the “multiplication” of the market vitality as the means, and with the promotion of the modernization of governance systems and governance capabilities as the essence. It has been very difficult to carry out this reform in more than a year. He reviewed the course of this reform in four words, to the effect that at the beginning of the reform, there were cheerers, expectants, wait-and-seers, and questioners, all of which were encouragements and spurs to us, that during the reform process, we encountered a lot of difficulties and resistance, and every time we need to break the conventional rules to come up with new practices, that this reform has brought extensive advantages, benefiting everyone, every family and every company in Zhejiang, and that with the traction of the “One-Stop Service” reform, the comprehensive deepening of reforms in this province has shown a good momentum of comprehensive efforts, universal breakthroughs, and deep advancement. Che Jun finally said that the people’s appeals are the responsibilities we should bear. The results of the “One-Stop Service” reform are just phased, leaving behind the difficulties and stumbling blocks. We must tackle tough problems and win a decisive victory in the decisive battles, to carry out the “One-Stop Service” reform to the end. To achieve this, the focus should be on three aspects: first, we must deepen the “One-Stop Service” reform in promoting the institutional reforms across the country, striving to achieve the full coverage of approval processes of administrative matters and investment and extend this coverage all the way to townships (streets); second, we must speed up the interconnection of government information systems, making the data really flowing and widely used; third, we must use the “One-Stop Service” reform as the leading force to incite other reforms, maximizing the dividends brought by reform. These words were rewarded with thunderous applause from all those present.
