“One-Stop Service” Becomes a Hit in Zhejiang

“In the past, we had to go at least 4 times to get through all the procedures for the exit-entry documents. Since the ‘one-stop’ service was provided in Zhejiang, you have to go there only once and can get everything ready. That’s why I’d like to express my sincere gratitude to Zhejiang Provincial Party Committee and Provincial Government via the All-China Federation of Returned Overseas Chinese,” said Yang Surong, general secretary of Qingtian Countrymen Association in Ecuador, in his letter to Wan Lijun, Chairman of the All-China Federation of Returned Overseas Chinese. 
The “one-stop service”, first put forward in Zhejiang Province at the end of 2016, is a deepening reform in government service, which demands that the government offices provide efficient service so that the citizens or enterprises could get things done in a one-stop style. Through this reform, the Zhejiang Provincial Government hopes to promote the service efficiency of the government offices at all levels by further simplifying the procedures in dealing with public businesses.
The “one-stop service” entails an operation on the benefit of the government itself. At present, all the provincial-level government departments have provided online application services in non-secret businesses. Lishui City has opened the online ask-bid system for investment project approval agencies, which aims to break the monopoly of agencies. Ningbo has put forward a “bundled approval and integrated service” mode to provide “one-stop service”. With the information shared between government departments, work efficiency has been greatly improved. In the Administrative Service Center of Luqiao District, Taizhou City, a journalist witnessed a lady who came to deal with business houses tenancy and finished the whole process within 10 minutes, from 14:54 to 15:03.
The “one-stop service” not only aims at the hard nut in economic development, but also focuses on the weakness in affairs concerning people’s livelihood. Departments dealing with household registration, house property transference, and cooperative medical reimbursement used to be the busiest and receive the most complaints. One of the forms of “one-stop service”, the “one-window service”, has been promoted to counties, towns and villages. In the office hall of the Yuanqing County Administrative Approval Center, Mr. Wu Xuedong, who was dealing with social security affairs, told the journalist that, in the past, it would take several days to apply for the social insurance, running between the departments of taxation, social security and the banks, but now, you can get all this done at one window.  
The “one-stop service” has kindled people’s entrepreneurship. By the end of September 2017, 844,000 new market entities had been registered, at a year-on-year growth rate of 18.2%, of which the newly registered enterprises and privately owned businesses increased 25.4% and 15.2% respectively. It has become a commonplace in Zhejiang to obtain the business license and start operation within one day. With the deepening of the reform, the “one-stop service” at the provincial level has benefited 665 items, covering almost all the aspects in people’s livelihood and business operation, of which 174 items can be dealt with by the applicants without leaving home.
