Recently, the province released a white paper on waterborne traffic safety and maritime disputes in coastal waters of Zhejiang Province for the past five years (hereinafter referred to as the “White Paper”), and made recommendations on accident prevention and control and dispute resolution.

According to the White Paper, between 2013 and 2017, there were 509 water traffic accidents in coastal waters of Zhejiang. Facing the new situation in maritime safety, Zhejiang Maritime Safety Bureau has innovated on-site comprehensive law enforcement mechanism to strengthen in-event and post-event supervision and continuously improve the modernization of maritime governance system and capacity. In the coastal waters of Zhejiang Province, no major-level accidents have occurred in the past five years. The number of accidents above the general level, the number of wrecks, and direct economic losses generally showed a downward trend.

The "White Paper" analyzes the causes of maritime accidents and disputes, and by combining the accident handling and judicial trial practices of two units, puts forward suggestions from the perspectives of the main responsibility of shipping companies, the crew's safety awareness, emergency handling after a sea accident, and ways to make effective claims.
