The First Inter-Provincial Lake Patrol Consultation and Cooperation Mechanism Established Between Zhejiang and Jiangsu

The reporter learned from Zhejiang Provincial Water Management Office (River Patrol Office) that at the Taihu Lake Patrol Collaboration Conference held recently, Zhejiang Province and Jiangsu Province officially established the Taihu Lake Patrol Consultation and Cooperation Mechanism (hereinafter referred to as the “Mechanism”). This is also the first inter-provincial lake patrol consultation and cooperation mechanism in China.

Taihu waters are complex, with numerous rivers flowing in and out, with frequent water exchanges, and with large demand for development and utilization of the land and water resources. The Mechanism can provide a high-level negotiation and coordination platform for the promotion of the coordination and cooperation between those in charge of river and lake patrol in Zhejiang and Jiangsu provinces, and for the coordinated promotion of the comprehensive treatment, management and protection of the Taihu watershed. Mainly adopting flexible measures such as collaborative meetings, joint lake patrols, and special consultations, this mechanism aims to coordinate and solve major cross-regional and inter-departmental problems related to Taihu Lake.

According to the person in charge of the Zhejiang Provincial Water Management Office (River Patrol Office), the inter-provincial lake patrol consultation and cooperation mechanism will not change the established lake or river patrol systems and the division of responsibilities among the the authorities concerned. This mechanism nominates three conveners consisting of the provincial chiefs in charge of the patrol of Taihu Lake in Zhejiang and Jiangsu provinces and the head in charge of Taihu Watershed Administration of the Ministry of Water Resources. The members of the mechanism include the lake chiefs in the provinces and cities surrounding Taihu Lake, those in the counties (cities, prefectures) where the rivers flow in and out Taihu Lake, and those in the Taihu Watershed Administration of the Ministry of Water Resources and in river patrol offices of the provinces and cities concerned.

At present, the water quality of Taihu Lake basically ranks Class IV, which is the same as that last year. And 77 surface water monitoring sections controlled at and over the county level in Huzhou have reached the water quality of Class III and above.

Subsequently, Zhejiang Province will shape the Taihu Lake Patrol Consultation and Coordination Mechanism into an integral part of the integration and cooperation mechanism for the Yangtze River Delta, and will speed up the cleanup and rectification of the specific problems of “Illegal Occupation, Illegal Mining, Illegal Stacking and Illegal Construction” in the Taihu Lake watershed by cooperating with the relevant departments of Jiangsu Province.
