According to People’s Daily News, on October 27th, the awarding ceremony of the first “Best Practice Cases for Urban Governance in the Yangtze River Delta” was held in Shanghai. Three cases in Zhejiang Province have been selected as the best practice cases, including “Hugo Recycling” in Yuhang, which solves the problem of the operation of urban waste classification, the non-governmental organization “Green Zhejiang”, which promotes the parties of different interests to participate in the treatment of environment pollution, and the practice of the reform of “Maximum One Visit Service Procedure” in Quzhou.

As an important part of the 2018 Global Urban Forum, this awarding ceremony has attracted much attention. This year’s Global Urban Forum established a sub-forum of the “Global Cities · Best Cases” to organize award-winning units, and experts and scholars in the field of urban governance to further exchange on and discuss key issues such as focuses, difficulties, concerns and weaknesses in urban governance, so as to look into the theoretical and practical value of the cases in depth.

After the steps of initial evaluation, field investigation, and final evaluation, 10 cases were selected as the best ones and 8 the excellent ones. Among them, 4 are in Shanghai, 3 in Zhejiang, 2 in Jiangsu, and 1 in Anhui. The selection group has formed a relatively complete selection work plan after repeated discussions, in order to ensure the objectivity, fairness and justice in the three steps of the case selection. In the process of field visits in particular, in order to improve the authoritativeness and credibility of the case study, and to allow more experts and scholars to participate in the exchanges on the cases, the case study adopted a mode of joint investigations, in which the organizers had organized more than 40 experts to complete field visits to 20 shortlisted cases.

The best cases selected this time reflect the important exploration of urban governance in the Yangtze River Delta and represent the development trend of urban governance in China. Each case has not only formed a distinctive governance experience according to local conditions, but provided “experience” that can be copied and promoted for the problems of urban governance in China, such as the land life cycle management of Shanghai Municipal Bureau of Land and Resources, the construction of neighboring homes in Yangpu Distric, Shanghai, the reform of the “Maximum One Visit Service Procedure” in Quzhou, Zhejiang, the public opinion “110” in Nanjing, Jiangsu, and the reform of the community governance system in Tongling, Anhui. These cases have formed “Stories in the Yangtze River Delta” through continuous exploration and practice.
