The Data Sharing Service Platform for the Reform of the “Maximum One Visit Service Procedure” Won a National Award

Recently, the 2018 IDC Digital Transformation Annual Ceremony hosted by IDC China and the 3rd China Digital Transformation Leading User Awarding Ceremony were held in Beijing. Zhejiang province won the “Excellence Award for the Integrated Leader in Digital Transformation”, which received much attention from this industry.


IDC (International Data Corporation) is a multinational company that researches emerging technologies such as soft (hardware), Internet, and digital transformation. Since the launch of the third IDC China Digital Transformation Award in February this year, the “Data Sharing Service Platform for the Reform of ‘Maximum One Visit Service Procedure’ of Zhejiang” presented by the Provincial Data Management Center has stood out from more than 200 projects nationwide and won the grand prize.


Letting the data “run” first is the technical basis for achieving the “Maximum One Visit Service Procedure”. The data sharing service platform for the reform of “Maximum One Visit Service Procedure” established by the Provincial Data Management Center uses big data and cloud computing technologies to aggregate, clean and integrate the public data resources across the province to form a unified database for population, legal persons, licenses and credit, providing the storage, sharing and analysis capabilities of massive data for the reform of “Maximum One Visit Service Procedure”. At present, the platform has collected data on 57 million permanent residents and legal entities of over 13 million enterprises in the province, as well as the data on more than 140 types of commonly used license such as ID cards, household registration books and business licenses, and provided 320 million data sharing services for more than 1,500 government units.


The data sharing service platform for the reform of “Maximum One Visit Service Procedure”  solves the problem of “data isolation” and greatly reduces the service materials for the masses and enterprises. For example, the data sharing ratio of the 100 high-frequency items at the provincial level has increased from less than 40% to 92%, and reduced the service materials by 70%. The “information isolation” of the departments has been broken, realizing the online service for more than 80% of the government affairs; the business environment for the enterprises has been optimized through such services as the electronic review of construction drawings and “multi-reviews in one”, which can save more than 500,000 yuan for each enterprise every year; the government’s administrative efficiency has been improved significantly, such as the reduction of the approval time of enterprise investment projects from an average of more than 200 days to 100 days.
