Recently, the province issued the Three-Year Action Plan for Winning the Blue Sky Defense War in Zhejiang Province to make general arrangements for the prevention and control of air pollution in the province in the next three years. The action plan proposes that after three years of efforts, the total amount of major atmospheric pollutants be significantly reduced, the concentration of fine particulate matter (PM2.5) be further reduced, heavy pollution days be significantly cut down, the ambient air quality be significantly improved, and people's blue-sky happiness be significantly enhanced.

As one of the key areas for the blue sky defense war determined by the state, Zhejiang has been confident in and proud of its beautiful blue sky. In the assessment of the National Air Pollution Prevention Action Plan, Zhejiang had achieved excellent results for three consecutive years: by 2017, the proportion of days with good air quality in 11 cities averaged 82.7%, 14.3 percentage points higher than that in 2013; the average concentration of PM2.5 was 39 micrograms per cubic meter, down 36.1% from 2013.

The newly released action plan has drawn a new blueprint for the people's happiness about blue sky in Zhejiang: by 2020, the average concentration of PM2.5 in cities with districts will reach 35 micrograms per cubic meter, the proportion of days with good air quality will reach 82.6%, and the proportion of days with severe or above pollution will drop by more than 25% compared with 2015. Total emissions of sulfur dioxide and nitrogen oxides will be more than 17% lower than that of 2015. To basically eliminate the odor in key areas, 60% of county-level and above cities will become clean air demonstration zones, and the number of repeated air petitions and complaints related to air will drop by 30% compared with 2017.
