Zhejiang to Offer a Full Range of “At-most-one-time Presence” Services in 2018

On January 18, Zhejiang made detailed work arrangements for the “at-most-one-time presence” reform and the construction of “four platforms for grassroots governance”. The key tasks involve the continuous implementation of the “one window acceptance and integrated service” reform, a substantive breakthrough in promoting enterprise investment project approval service and data sharing, and the construction of the during-service and after-service supervision system
Up until the end of 2017, Zhejiang had 665 “at-most-one-time presence” approval items at provincial level, 775 at city (with districts) level,and 656 at county (county-level city, district) level, taking up respectively 95.68%, 95.33%, and 93.85% of the total. In 2018, Zhejiang will further push forward the reform and implement the “at-most-one-time presence” service for all administrative approval items. In particular, the government is to sort out “at-most-one-time presence” items related to multiple departments and levels, integrate and optimize the “service stream” in administrative power operation, further promote the public’s sense of fulfillment through the reform.

This year, Zhejiang will use the Online Platform Version 2.0 for approval and supervision of investment projects across the province, so as to provide the “at-most-one-time presence” service through the “at-most-100-day approval” commitment for an ordinary investment project before it starts construction, and strive to achieve “at-most-one-time presence” before it receives the completion acceptance. Data sharing is the technological foundation of the “at-most-one-time presence” reform. The number and proportion of the service items for online application, express delivery, and all-in-one licensing process will be significantly increased, and the number of business permits will be reduced for convenience purposes. Meanwhile, The mobile client function of the Zhejiang government affairs service network will be strengthened to have more approval items processed through mobile services, hence building Zhejiang into a province of mobile services.
