Zhejiang Procuratorial Organs Deepen “At-Most-One-Time Presence” Reform

Reporters learned from the provincial Procuratorate that it recently released the Guidelines for the “At-most-one-time Presence” Work Standards of Zhejiang Province Procuratorial Organs (Trial) (hereinafter referred to as the Guidelines), which aims to deepen the “at-most-one-time presence” reform and free defense attorneys from running errands to submit their opinions.
In response to the submission of defense opinions, the Guidelines stipulates that defense lawyers may submit their written opinions through the public information net for cases of the people’s Procuratorate or on the information publication WeChat service platform of the people’s Procuratorate. The case management department shall promptly transfer the opinions to case prosecutors so as to allow defense lawyers to complete the submission without running errands. The prosecutor should promptly make record and reply to the case management department in time, ensuring the latter to respond to the defense lawyer online in the first time.
According to the Guidelines, the defense lawyer should take the application materials to the procuratorial service hall to apply for file reading, and the procuratorial staff will look up the relevant files, burn a disc and provides free electronic files, which allows the lawyer to read them immediately through instant service. The defense lawyer can also meet the prosecutor by making online appointments either through the public information net for cases of the people’s Procuratorate, the information publication WeChat service platform of the people’s Procuratorate or by telephone.
