Zhejiang’s River Chief Union Management System Goes Online

Knowing the water quality of the given river basin at a glance, accessing the patrolling record at a click, and following up the ongoing projects of water treatment… These are some of the advantages of Zhejiang’s Online River Chief Union Management System launched by Zhejiang Provincial Office of Water Management on July 25th. The new information system, available on webpage, in app and Wechat public account and having integrated over 20000 items of river information, are bound to largely facilitate the river patrolling, public supervision and the long-term management of river basin.

Since the initiation of river chief union in 2013, the corresponding information platforms emerged one by one in Shao Xing, Hangzhou and Ningbo and other cities with districts, along with some counties (cities or districts), serving to digitalize the patrolling, public supervision and river basin management with internet and phone apps. However, the online systems, as a result of different commissioners and naturally different software modules, were self-contained in its administrative area and thus not very conductive to the interactive water treatment of the whole water basin, because of the lack of real-time sharing of water quality data and water treatment project development, despite the large quantities of effective data.
Zhejiang’s River Chief Union Management System launched by Zhejiang Provincial Office of Water Management this year has incorporated parts of the existent systems, unified the standards, and enabled data sharing. The gradually growing provincial platform deviates from the traditional administrative regionalism and put in a water basin mode in accordance with the special feature of water environment to magnify smart water treatment effect. At present, the basic data of all rivers across Zhejiang are accessible on Zhejiang’s River Chief Union Management System. The dynamic data from 6 cities with districts including Shao Xing, Hang Zhou, Ning Bo, Wenzhou, Hu Zhou and Taizhou have been integrated into the provincial platform, to be complemented with data from other cities with districts before the end of September.
