On the morning of December 3, the Fourth World Internet Conference opened in Wuzhen, Zhejiang province. President Xi Jinping, on behalf of the Chinese government and Chinese people, and in his own name, sent a congratulatory message to the opening of the Conference, and expressed a sincere welcome to government representatives, heads of international organizations, experts, scholars, and entrepreneurs who are attending the conference. He expressed hopes that the delegates will draw on collective wisdom and enhance mutual understanding so as to deepen exchanges and cooperation on the internet and digital economy, and make the development of the internet better serve the well-being of all people worldwide.
Xi pointed out that the development of the internet has posed many new challenges for the sovereignty, security, and development interests of the world's countries, since a new round of sci-tech and industrial revolution brought about by information technology is burgeoning and has injected strong impetus to economic and social development. Noting that the global internet governance system is entering a crucial period, he said the building of a community of shared future in cyberspace has increasingly become a consensus of the international community. Xi also said China adopts “four principles” and “five proposals” and hopes to work with the international community to respect cyberspace sovereignty and carry forward the spirit of partnership to commonly advance development, safeguard security, participate in governance, and share the benefits.
