Recently, the administrative office of the provincial Party Committee and the provincial government jointly issued the “Measures for the Implementation of Food Safety with Equal Responsibility between Party and Government in Zhejiang Province” (hereinafter referred to as the “Measures”). The “Measures” make specific and explicit requirements to the party at all levels in terms of leadership responsibility for food safety, as well as administrative responsibility shouldered by the government. In addition, the food safety work will be put into assessment on party cadres at provincial, municipal, county and township levels, thus promoting the responsibility shouldered by party and government concerning food safety into effective implementation.
To protect the safety of tongue, how should members and cadres of the CPC Zhejiang Provincial Committee take responsibility? Reporters learned that, first of all, the “Measures” clearly put forward the leadership responsibility of the CPC Zhejiang Provincial Committees at all levels for food safety, requiring bringing the work on food safety into the agenda of important work of the CPC Zhejiang Provincial Committee and the important content of education and training of leading cadres. For local governments at all levels, the “Measures” clearly defined the administrative responsibilities, including strengthening territorial responsibilities, improving the supervision system, perfecting the regulatory system, enhancing the regulatory capacity, and implementing the guarantee mechanism. In particular, it is necessary to give full play to the joint forces of market supervision and to strengthen the market regulatory platform, and to take food safety as the primary responsibility for comprehensive law enforcement. At the same time, the government should also establish the working mechanism for the regular report to the NPC and discussion with the CPPCC on food safety.
