Following the Oceanic Supervision Plan approved by the State Council, the No. 4 National Oceanic Inspectorate is now stationed in Zhejiang to inspect local work. On Nov. 20, in response to the oceanic oversight by the No. 4 Inspectorate in Zhejiang, a mobilization meeting, presided by Gao Xingfu, vice governor of Zhejiang province, was held in Hangzhou where Sun Shuxian, head of the Inspectorate, and Yuan Jiajun, deputy Party Secretary of the CPC Zhejiang provincial committee and Governor of Zhejiang made remarks.
As was pointed out by the Inspectorate, at the 19th CPC National Congress, Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era was established as part of the CPC’s guides to action and new requirements and new goals were set for oceanic work in the new era. The establishment and implementation of oceanic supervision system is a major systematic arrangement adopted by the CPC Central Committee and the State Council to deepen reform in oceanic administration, and a major policy innovation in terms of ecological cultural development and building a strong China through oceanic programs. The State Council mandated the State Oceanic Administration to supervise and oversee a wide range of work, including the implementation of local governments regarding the deployment of major oceanic resource and environment decisions made by the CPC Central Committee and the State Council, maritime laws, rules and regulations and plans and major measures, outstanding problems and their solutions. Supervision and oversight are effective tools used to help solve outstanding problems in harnessing oceanic resources and protecting oceanic environment and better defining and therefore enhancing the roles and responsibilities of the entities in advancing oceanic civilization, making sure that the spirit of the 19th CPC National Congress, especially Xi Jinping Thought on Socialism with Chinese Characteristic for a New Era is fully implemented and prospers on the oceanic front. Local governments at all levels in Zhejiang will do well to enhance their political visions, commit themselves to align their thinking and actions with the spirit of the 19th CPC National Congress, and earnestly implement the decision deployment of the CPC Central Committee and the State Council, working together closely with a high sense of political responsibility and mission to do a good job in the oceanic inspection.
