2016 Overseas High-caliber Talent Recruitment Plan of Zhejiang Province

Overseas high-caliber talents have been the requisite resources for innovation-driven and transformational development. In recent years, the CPC Zhejiang Provincial Committee and Zhejiang provincial government have implemented the strategy of reinvigorating the province through human resource development and been making positive efforts to recruit overseas high-caliber talents in various fields in accordance with the needs of economic transformation and upgrade and emerging industries of strategic importance, thus fostering a favorable environment for overseas talent recruitment. Just for the sake of persistently advancing overseas high-caliber talent recruitment and in accordance with the demands of the central government and the Opinions on Implementing the Plan for Overseas Outstanding Entrepreneurial and Innovative Talent Recruitment as well as Interim Measures for the Implementation of the Overseas High-caliber Talent Recruitment Plan of Zhejiang Province both issued by the CPC Zhejiang Provincial Committee and Zhejiang provincial government, the bulletin on 2016 overseas high-caliber talent recruitment of Zhejiang Province—Zhejiang’s “Thousand Talents” Plan is as follows.
I. Targeted Candidates and Focuses
We are recruiting all overseas high-caliber talents in accordance with the demands of economic and social development in Zhejiang.
A candidate shall enjoy a leading academic or technical position domestically and internationally or possess research achievements that have proprietary intellectual property rights and high potential for industrialization; candidates shall be disciplinary pacemakers, leading talents of science and technology as well as high-caliber entrepreneurial and innovative talents, who are capable of achieving breakthroughs in key technologies, developing the high-tech industry and leading emerging disciplines.
High-caliber talents (in key sectors such as information, environmental protection, healthcare and high-end equipment manufacturing, and emerging sectors of strategic importance like biotechnology, new energy and new materials) and leading talents (who are badly needed in key R&D platforms like key innovative projects, key disciplines and laboratories) will be prioritized. We are also recruiting high-caliber talents who are urgently needed in the fields of humanities, social sciences, culture, arts, economics, financial management; more specifically, we are recruiting leading talents (in the fields of humanities, social sciences, literary and artistic creation, cultural innovation, operation and management of cultural sector and modern media) and high-level talents urgently needed in the spheres of economics and financial management, venture investment, international trade (including international business law, international economics as well as IPR protection).
We endeavor to enhance the recruitment of foreign experts and young talents of non-Chinese origin and this year we have a special project, included in the package plan, designed for the recruitment of foreign experts and young talents under the age of 35.
II. Types of Recruitment Projects
There are two types of projects, namely projects for overseas innovative talents and for overseas entrepreneurial talents. Innovative talents refer to overseas high-caliber talents who engage in scientific research and technological innovation in universities, scientific research institutions, enterprises and public institutions in Zhejiang. Projects for innovative talents consist of long-term project and short-term project (called “the Seagull Plan”). High-caliber talents in the fields of humanities, social sciences, culture, arts, economics and financial management are included in the long-term project. Overseas entrepreneurial talents are those who work as the founders or leaders of high-tech enterprises in Zhejiang. Besides, we are making continuous efforts to invite foreign experts of non-Chinese origin to make innovations in Zhejiang through the “Thousand Foreign Experts” project.  
III. Qualifications for Applicants
i. Requirements of the Long-term Project for Innovative Talents

A. A candidate in the fields of natural sciences and engineering shall:
a. obtain a doctorate overseas;
b. be either an expert or a scholar working as associate professor (or above) or in an equivalent position in overseas well-known universities or research institutions, or a technical professional or managerial professional serving as intermediate and senior leaders in well-known international enterprises and institutions;
c. have high-level innovative capacity and possess R&D capability and achievements that are well acknowledged by peers and reach internationally and domestically advanced level.


B. A candidate in the fields of humanities, social sciences, culture and arts shall:
a. have a good knowledge of and abide by Chinese cultural policies and relevant laws, rules and regulations; have high-level cultural and artistic innovation capability or research capability; have obtained well-acknowledged, outstanding innovative achievements in humanities, social sciences, culture and arts;
Note: the winner of a well-known international award or game will be prioritized.
b. be highly capable of management of cultural sector and international cultural exchange, and have abundant research achievements; have worked as intermediate or senior leaders in well-known international enterprises of cultural sector and have engaged in major managerial activities or cultural exchanges with foreign countries.
A research-oriented candidate in the fields of humanities and social sciences shall obtain an overseas doctorate and work as associate professor (or above) or in an equivalent position.


C. A candidate in the field of economics and financial management shall:
a. obtain an overseas master’s degree or doctorate and have at least five years of overseas work experience;
b. have worked in intermediate and senior positions in international economic organizations, professional institutions or well-known financial institutions or have worked as intermediate and senior managers in well-known international enterprises.
c. have a better understanding of international economic operation rules and a good knowledge of international IPR protection laws and rules and have abundant practical financial management experience;
d. be highly capable of financial research and analysis, product development, risk control, international operations, investment banking, asset management, financial derivative investment and have outstanding and greatly influential accomplishments.
A candidate, whose application is submitted by an enterprise, for the long-term project for innovative talents (including talents in the fields of humanities, social sciences, culture, arts, economics and financial management) shall work in Zhejiang after March 1, 2013 and shall have completed all recruitment-related procedures, concluded a work contract and reported for duty before May 31, 2016. A candidate, whose application is submitted by a university or a research institution or a public institution, for the long-term project for innovative talents (including talents in the fields of humanities, social sciences, culture, arts, economics and financial management) shall work in Zhejiang after March 1, 2013 and shall, before May 31, 2016, have signed a work (intention) contract, completed all recruitment-related procedures and promised to report for duty within half an year after the conclusion of the contract.
The employers of all innovative talents ( including those involved in the long-term project for innovative talents and the Seagull Plan) must have been established and have completed all procedures of industrial and commercial registration before March 1, 2015, and must be prosperous and have sound technological innovation systems and corresponding supporting mechanisms. 


ii. Requirements of the Seagull Plan
The project aims to recruit talents in the fields of natural sciences and engineering who are willing to work in Zhejiang Province for a short term. Basic qualifications for applicants are as follows:
A. A candidate shall meet all the requirements of the above-mentioned long-term project for innovative talents in the fields of natural sciences and engineering;
B. A candidate shall work in Zhejiang Province after March 1st, 2015, have signed his or her work contract and completed all recruitment-related procedures before May 31st, 2016;
C. A candidate shall sign with his or her employer a contract that he or she shall work in Zhejiang for at least 3 successive years and work between 2 and 9 months per year; besides, candidates shall clarify the ownership of intellectual property of their technological achievements during the contract term;
D. Candidates shall be overseas high-caliber innovative talents recruited by universities, R&D institutions or enterprises in Zhejiang, or the leading talents or academic or technical pacemakers that are badly needed in science & technology development, sector development and discipline building in Zhejiang.


iii. Requirements for Entrepreneurial Talents
A.
Candidates shall be back in China from foreign countries for less than six years; their enterprises shall be science & technology oriented and shall be set up after May 31st, 2011 and have completed all procedures of industrial and commercial registration before March 1st, 2015; at least 50% of the registered capital is on tap and their products with core technologies have been industrialized or been in the process of pilot testing.
B. A candidate shall obtain an overseas master’s degree or doctorate, and have overseas entrepreneurial experience or have worked as intermediate or senior managers in well-known international companies; moreover, candidates are required to possess strong management abilities and be familiar with international operation rules in relevant fields.
C. Candidates shall have proprietary intellectual property rights or patents or full-blown entrepreneurial projects and plans; their technological achievements shall take the lead in China, meet the needs of industrial development of Zhejiang Province, have a promising market prospect and can be industrialized.
D. Candidates must be of Chinese origin and the major founders and the No. 1 shareholders of their enterprises; their equity funds (including technology investment) or follow-up venture investment shall exceed 30% of the total entrepreneurial capital and their paid-in capital invested in their enterprises should be more than 2 million yuan. Moreover, one enterprise is only allowed to submit one application.


iv. Requirements of the “Thousand Foreign Talents” Project
The “Thousand Foreign Talents” Project is designed for foreign experts of non-Chinese origin who meet the requirements of the above-mentioned long-term project for innovative talents and the Seagull Plan.
Candidates for all the above-mentioned projects should be under the age of 55 (born after March 1st, 1961).However, the foreign experts that meet the long-term innovation project are allowed to be not more than 65 years old (born after March 1st, 1951). Outstanding candidates may be taken into consideration regardless of any of the four requirements (namely age, education, position and academic title). Talents who are recruited and supplied with preferential policies by local governments or employers will be prioritized.


IV. Preferential Policies and Treatment for Winning Candidates
The winning candidates for the long-term project for innovative talents and the project for entrepreneurial talents both under the “Thousand Talents” Plan of Zhejiang Province as well as the long-term project of Zhejiang’s “Thousand Foreign Experts” Plan will be entitled “Distinguished Professor of Zhejiang Province” and will enjoy corresponding working conditions and special living benefits. More specifically, they will be awarded 1 million yuan in one lump sum by Zhejiang provincial government and will receive incentive bonuses from local governments; they will be preferentially recommended for the national “Thousand Talents” Plan and will automatically obtain senior technical titles; they will be preferentially recommended for relevant honorable titles and rewards; they may be hired to serve as leaders of relevant platforms if necessary; they will also receive a residence permit for overseas high-caliber talents in Zhejiang; they will be also offered convenient services concerning visa application, residence, housing and children’s schooling.
Each winning candidate for the Seagull Plan will receive a one-off award of 500 thousand yuan from the provincial government and will enjoy convenience in entry and exit, medical care, insurances, etc.
Those who are recommended by Zhejiang Province and selected by the long-term innovative talents project and the entrepreneurial talents project both under the national “Thousand Talents” Plan, by the national “Thousand Talents” Plan for Youths as well as by the national “Thousand Foreign Experts” Plan will be automatically entitled “Distinguished Professor of Zhejiang Province”. Those who are recommended by Zhejiang Province and selected by the short-term innovative talents project under the “Thousand Talents” Plan will be automatically the winning candidates for the Seagull Plan. Besides, according to the related stipulations of the Several Opinions on Integrating the National “Thousand Talents” Plan with Zhejiang’s “Thousand Talents” Plan, the successful candidates for innovative projects of the national “Thousand Talents” Plan, who work outside Zhejiang but are willing to work full time in Zhejiang can be shortlisted, after the review of the Zhejiang provincial “Thousand Talents” Plan Evaluation Committee, as candidates for the “Thousand Talents” Plan of Zhejiang Province on condition that the candidates fulfill or terminate their original contracts and provide relevant certifications.


The successful candidates for the “Thousand Talents” Plan of Zhejiang Province will be offered preferential working conditions and living benefits in accordance with relevant stipulations.
