  Report on the Work of the Government

 

Fellow Deputies,

  On behalf of the People’s Government of Zhejiang Province, I will now report to you on the work of the government for your deliberation and approval, and I will also invite comments on my report from the members of the Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) and the non-voting delegates.

  I.A Review of the Work in 2014

  2014 was the first year for comprehensively deepening reform. In 2014 the provincial government earnestly carried out the guiding principles of the 18thNational Congress of the CPC, the spirit of the 3rdand 4thplenary sessions of the 18th CPC Central Committee. We continued implementing the “Eight-Eight Strategy”[1] and overall carried out the spirit of the 4th, 5th and 6th plenary sessions of the 13th Zhejiang Provincial Committee. In addition, we conscientiously implemented the resolutions issued by the 2ndPlenary Session of the 12th Zhejiang Provincial People’s Congress.We also adhered to the general work guideline of seeking progress while maintaining stability, took transformation and upgrading as the main task, and stuck to the bottomline of ensuring people’s income raise, a better ecological environment and social security. We further deepened reform, promoted transformation, and improved the environment and people’s well-being. We advanced key projects, such as “Harnessing Five Waters”[2] “Four Replacements and ThreeRenowneds”[4]. In general, we promoted economic transformation and upgrade through combined efforts. As a result, noticeable achievements were made in various aspects as follows:, “Three Renovations and One Demolition”[3]and

  1. We pressed ahead with reforms to make the economy more vigorous. We pushed forward the administrative reform of “Four Lists and One Network”[5] and introduced a system to list all the items on which the provincial, municipal and county authorities imposed powers. We reduced the itemsthat were under the authority of the provincial government from 12,300 to 4,236,of which 1,973 items weresubject to the direct reviews and approvals of the government. We formulated and implemented the enterpriseinvestmentnegative list, carried out pilot programs to exemptsome investment projects outside the catalog of projects (subject to the approval of government)from governmental reviews and approvals and started areform toexempt technical innovation projectsthat require no extra investment of land from governmental reviews and approvals. We also worked out the list of responsibilities for governments at provincial, municipal and county levels, clearlydefining 543 main responsibilities for the provincial government. We drew up and implemented the list of special funds under the management of provincial government departments with detailed policies to abolish provincial departments’ direct charging of administrative expenses. 235 province-level financial special transfer payments were integrated into 54.

  We constructed online Zhejiang AdministrativeServices, a website integrating administrative approval, information disclosure and citizen services.

  We deepened the reform of the administrative approval system, cut down 1,266 items that involve provincial administrative approvals to 322, canceled all the items that require non-administrative approvals, implementing a one-stop online approval systemin more than 40 administrative departments. We pushed forward the pilot program in Jiaxing City to integrate administrative approvalsat all levels.

  In particular, we carried out a system reform in Fuyang tolist all items over which governmental reviews and approvals are required, a reform of integrated administrative enforcement of law in JiaxingCity and Zhoushan City andadvance the reform ofthe market supervisionsystem and business systems in all cities and counties of Zhejiang.

  We accelerated relevant reforms in economic and social fields.

  Wepushed forward the following reforms and innovations in an all-round way: the market allocation of resource elements in Haining City, the high-efficiency review and approval for enterprise investment in Keqiao District of Shaoxing City, the construction of the urban and rural system in Deqing, construction of the mechanismfor adjusting industrial structures in Pinghu City, construction of key eco-functional areas in Kaihua County and Chun’an County, comprehensive innovation of insurance in Ningbo City, pilot program of small and micro financial services in Taizhou. The mechanism for the prevention of financial risks was also innovated andthe guidelines on deepeningthe reform of state-owned enterpriseswere formulated and implemented.

  We actively carried out all kinds of comprehensive reform. We expedited the “Four National Initiatives”[6] on a full scale, set up Zhejiang Marine Development and Investment Co., Ltd., and delegatedprovincial administrative authority of reviewing, approving and managing 116 items toZhoushan Archipelago New Area.

  In addition, a new mode of business for market procurement was officially put into effect in Yiwu, the Yiwu-Xinjiang-Europe cargo line kicked off, TheRegulationson the Administration of Private Financing in Wenzhou in full operation, and the coordinated reform of building Jiashan Countyinto a demonstration area for scientific development was promoted on a full scale. The construction of national reform demonstration sites like model zones of ecological civilization were steadily pushed forward in Hangzhou, Huzhou andLishui.

  Opening-up policies were implemented both domestically and internationally. New break-throughswere achieved in foreign capital, trade and investment, while new strides were made in foreign affairs, overseas Chinese affairs and Hong Kong, Macau and Taiwan affairs. Besides, assistance to Tibet, Xinjiang, Qinghai and Sichuan was enhanced to a new height.

  2. We made structural adjustments to promote economic transformation and upgrade. We made all efforts to maintain stable economic growth by focusing on industry and supporting the development of large-scale industrial cities and counties, competitive industries and key enterprises.

  We beefed up the support for enterprises, achieving a quarter-on-quarter increase of the industrial added value of enterprises above designated size. We actively expanded effective investment and accomplished 2.3555 trillionyuanof fixed asset investment, an increase of 16.6%over the previous year.

   “The Return of Zhejiang Merchants” projectsobtainedfully paid-up capital of 223.6 billion yuan, an increase of 27.6% over last year. The disbursement of foreign capital amounted to 15.8 billion U.S. dollars, a year-on-year increase of 11.6%.

  We also strived to innovatepolicies for promoting foreign trade,with the export volume reaching 273.4 billion U.S. dollars with a year-on-year increase of 9.9%. We fostered new consumption hotspots, such as information and tourism, as a result, the total retail sales of consumer goods amounted to 1.6905 trillion yuan, an increase of 11.7% on a year-on-year basis while online sales reached 564.2 billionyuan, a rise of 47.6% over last year. The GDP of Zhejiang in 2014 was 4.0153 trillion yuan, a rise of 7.6% over the previous year and the general budget revenue was 412.1 billion yuan, ayear-on-year rise of 8.5%.

  We strengthened scientific and technological innovation. The construction of platforms for scientific and technological innovation, such as Hangzhou QingshanLake Sci-tech City, Hangzhou Future Sci-tech City, Ningbo New Materials Sci-tech City and Jiaxing Sci-tech City was accelerated.

  We increased investment on construction of key enterprise research institutions and developed online technology markets. The expenditure for research and experiment accounted for 2.34% of the total output value. Wemade efforts toadjustindustrial structure, by greatly advancing modern agriculture, quickening the construction of grain-producing functional zones and modern agricultural areas, and improving the quality and yield of staple agricultural products.

  The amount of pig stock on hand was cut down in over-breeding districts. The fishing grounds in East China Sea were restored and revitalized and the special campaigns to crack down on illegal and unsafe production, operation and construction were advanced. We pushed forward “Four Replacements and Three Renowneds”, geared up the development of such seven industries as information, environmental protection, health care, tourism, fashion, finance and high-end equipment manufacturing andhighlighted the leading role of internet-based information economy, in an effort to successfully hold the First World Internet Conference.

  We expedited the construction of Zhejiang Transport & Logistics Public Information Platform.

  We enhanced support for the technical innovation of enterprises through investing 542 billion yuanin industrial and technical innovation, phasing outoutdated production capacity in 3,500 enterprisesin an activemanner and closingdown 18,800 small high-pollution workshops.

  We vigorously pushed forward the redevelopment of low-efficiency urban and rural land, invigorating 17,500 acres of stock land. We advanced the development of e-commerce with the trading volume exceeding 2 trillionyuan, an increase of 25% over the previous year.

  We formulated and implemented polices to buildZhejiang into a strong province in standardization, to develop the brand of “Made in Zhejiang” and to foster renowned enterprises, renowned brands and renowned entrepreneurs.

  We made adjustments in the structure of urban and rural areas. Specifically, we pushed forward vigorously new-type urbanization, made plans for Hangzhou, Ningbo, Wenzhou and Jinhua-Yiwu urban districts, and speeded up pilot programs for the reform and development of central towns and the growth of small cities.

  We vigorously pushed forward the reform of property rights system characterized by “Three rights entitled to the owner (household) and three rights attached to the owner (household)”[7] and the reform of mechanism for integrating rural and urban development, thus creating and institutionalizing equal chances for peasants who are willing to move to urban areas or stay in the countryside.

  We actively adjusted regional structure and implemented the developmentstrategy of main functional areas, researching and formulating the overall plan for the province. Specifically, we advanced the manufacturing industry to agglomerate in industrial clusters and development zones, encouraged the modern service sectors to mushroom in central cities and strengthened protection of eco-functional areas, in a bid to optimize the layout for the population and productivity of Zhejiang.

  3. We Reduced and controlled environmental pollution for a better homeland. We ramped up water control and fully implemented a package for water control. More specifically, we would launch 10 key water-control projects and each year we would reinforce 100 reservoirs and 500 kilometers’ river embankment, harness 1,000 kilometers’ polluted river and dredge 2000 kilometers’ river and 10,000 kilometers’ water supply pipes and drainpipes.

  We established and perfected the 5-level system of river governors.We eliminated 6496 kilometers of garbage rivers, harnessed 4,660 kilometers of polluted and stinky rivers and built 3,130-kilometer new sewage pipe network. We reengineered and upgraded 33 municipal wastewater treatment plants (WWPT) to meet the discharge standards of Level 1-A (cf. GB18918-2002). We also launched a comprehensive program to phase in wastewater treatment infrastructure in 69 officially designated towns previously without wastewater treatment facilities and completed construction in 61 towns.

  We comprehensively developed water conservancy infrastructure regarding flood prevention and water logging control and advanced the governance of air environment by comprehensively implementing the action plan for preventing and controlling air pollution; we embarked on technical upgrade of 20 coal-fired generating sets for “near-zero” emissions and eliminated and/or upgraded 3,353 obsolete small coal-fired boilers; we phased out 380,000 old vehicles and high-emission “yellow-labelled vehicles” and proactively getting prepared for fuel upgrade. As a result, the number of foggy and/or hazy days in Zhejiang decreased by 17% on a year-on-year basis, average PM2.5 concentration by 13% and the percentage of Air Quality Index (AQI) Good and/or Moderate days (Good, AQI Values 0-50; Moderate, AQI Values 51-100) of multi-district cities in Zhejiang reached 75.5%, up 7.1%.

  We advanced both urban and rural environmental governance by deepening the campaign of “Three renovations and one Demolition” and by improving the law-based permanent mechanism of handling illegal buildings. We renovated 184 million square meters of obsolete residential areas, obsolete industrial areas and “villages within cities” and demolished 166 million square meters of illegal buildings.

  We greatly alleviated urban traffic congestion by super-adding 169,000 parking spaces, public and private, so as to raise the urban public transportation share ratio by 2% on average when all multi-district cities in the province considered. We actively carried out the treatment of rural household wastewater to complete wastewater treatment projects in 6,120 villages, benefiting 1.5 million local households.

  We endeavored to save energy and reduce GHG emissions. We tightened our control over total energy consumption and energy intensity by implementing the system of quantitative regulation and control over the total targets of major pollutants in order to better reinvent high energy-consuming, heavy polluting industries. Meanwhile, stringent laws were enforced to combat environmental crimes. Energy intensity of the Province in general decreased by 6% approximately; more specifically, the reduction in chemical oxygen demand, sulfur dioxide emissions, ammonia nitrogen emissions and nitrogen oxide emissions fully met the targets set by the central government.

  4. We improved living standards to promote harmony. We worked hard to increase urban and rural incomes. We galvanized startups and boosted employment, and we formulated and implemented policy proposals to continuously increase urban and rural incomes across the board. More specifically, we increased the standard of basic pension for enterprise retirees by 10% on average, the standard of subsistence allowance for urban residents by 11.6% and for rural residents by 20%, and the standards of all the four minimum wages by at least 12%. The threshold of minimum compensation for non-commercial forest above the provincial level was raised to 27 yuan per mu, or 405 yuan per hectare. The per-capita disposable income of urban residents reached 40,393 yuan, an increase of 8.9%, while that of rural residents was 19,373 yuan, increasing by 10.7%.

  We spared no effort to advance social programs. We deepened comprehensive reforms in education by launching the experimental program for the college admission reform based on the college entrance exam and the second round of the Three-year Action Plan for Preschool Education and advancing the standardization of primary and middle schools.

  We embarked on the program of key higher educational institutions, accelerated the reform of vocational education and ramped up the education for people with special learning needs.

  We effectively phased in the medical program of “dual downs and double ups” to make quality medical resources and high-caliber medical human resources in urban areas go down to medical and healthcare institutions at the county level so that their service capacities will go up and therefore local people’s satisfaction with their services will go up as well.

  In addition, we deepened the reform of community-level medical and healthcare institutions, improved the “basic medicine system”, and worked meticulously to prevent and control major infectious diseases.

  We strengthened the development of major cultural initiatives and endeavored to integrate the urban-rural system of public cultural services. As a result, we created 1,742 cultural halls and/or centers in rural areas and managed to turn the Hangzhou-Beijing Grand Canal into a UNESCO Cultural Heritage site.

  Moreover, we intensified efforts to develop social security through fully implementing the major disease insurance scheme for local residents, enhancing medical aid for poor groups and advancing the establishment of the old-age care system. We had 2.2 million new subscribers of the basic pension scheme, 1.19 million new subscribers of the basic medical insurance scheme and 370,000 beds in elderly care institutions and 8,147 home-based elderly care centers.

  We also intensified efforts to secure land use for rural housing and to renovate dilapidated houses in rural areas. In total, 133,000 rural households managed to acquire land use for new houses, and 140,000 dilapidated houses owned by rural poor population were renovated. 206,000 government-subsidized housing units were constructed and 133,000 of them were basically completed.

  We also worked actively to develop sectors of population and family planning, aging, women and children, people with disabilities, and charities, and made progress in work related to the development of ethnic groups and religions.

  Various public fitness programs developed vibrantly and the 15th Zhejiang Provincial Sports Meeting concluded with a complete success. We did whatever it took to make genuine progress in improving people’s living standards. With increased investment, financial expenditure on sectors of public health and family planning, education, employment and social security across the province rose by 23.7%, 8.5% and 9.7% respectively.

  We enhanced the mechanism of facilitating the work of improving people’s living standards and carried out more prudent inspections to assess relevant work performance. We fully met the ten targets of improving living standards set for 2014.

  We stimulated innovation in social governance. We continued to strengthen efforts in the comprehensive maintenance of law and order for a more harmonious, livable Zhejiang and remained adamant in promoting “Fengqiao Experience”.

  We continued to improve the monitoring system to ensure food and medicine safety. We strengthened workplace safety regulation so as to reduce the number of accidents and deaths by 6.2% and 9% respectively.

  We endeavored to improve the construction of the multidimensional system of crime prevention and control, and closely guarded against and cracked down on all violations of law. We strived to support the building of national defense and armed forces and made genuine progress in mobilization for national defense, raising public awareness of the importance of air defense and ensuring subsidies and living allowances for entitled military groups.

Fellow Deputies,

  We strengthened the construction of government in a comprehensive way over the past year. We made solid progress in the campaign of the CPC’s “mass line” education, resolutely put into place the CPC Central Committee’s “eight-point decision” on improving Party and government conduct and the CPC Zhejiang Provincial Committee’s “28 Rules” and “Six Bans” to further normalize the mechanism of conduct, and effectively stepped up standardization and supervision of the exercise of power.

  Consequently, government performance was enhanced remarkably, government services were improved and “the three public expenses”[8] incurred by governments at all levels were cut by RMB 2.5 billion in total, down 34.4%. And these cuts were all earmarked for “Harnessing Five Waters”.

Fellow Deputies,

  We owe the achievements of the past year to the concerted efforts made by all the Zhejiang people. We have done a fairly good job in meeting the major goals and fulfilling the tasks set at the Second Session of the 12th Zhejiang Provincial People’s Congress. It did not come easy. It was a result of the sound, firm leadership of the Central Committee of the Communist Party of China, of the State Council and of the Zhejiang Provincial Committee of the Communist Party of China, and a result of all the Zhejiang people who have worked together to surmount difficulties. On behalf of the Zhejiang Provincial People’s Government, I wish to express our sincere gratitude to the people of all our ethnic groups, to members of the Zhejiang Provincial People’s Congress, members of CPPCC Zhejiang Committee, to the non-CPC parties, to the Zhejiang Federation of Industry and Commerce, people’s organizations and to people from all sectors of society. We would like to express our heartfelt appreciation to the People’s Liberation Army and the People’s Armed Police, and the agencies and financial branches under the Central Government based in Zhejiang province. We also wish to express true gratitude to our compatriots in the Hong Kong and Macao special administrative regions and in Taiwan, and to Chinese nationals overseas and friends from all over the world who show understanding and support for Zhejiang in its endeavor to develop.

  We are fully aware, however, that there are still many problems in Zhejiang’s social and economic development, and there remains much room for improvement regarding the work of the government.

  In terms of social and economic development, structural adjustments remain a priority, and the difficulties and pressure we are to face remain formidable in maintaining steady and robust economic growth, constant improvement in the ecological environment, incremental incomes for both rural and urban residents, and social harmony and stability; the going is fairly tough for some enterprises, and people on low incomes find it more difficult to increase incomes.

  In terms of government self-building, the transformation of government functions should be deepened. Some officials fail to show due respect to the importance of reform, accountability and rule of law; formalism, bureaucratism, hedonism and extravagance prevail in some government departments and local governments; passive corruption is not uncommon in some sectors. We are therefore committed to adopting effective measures to address such problems in earnest.

IIWork Targets and Priorities in 2015

  The year of 2015 will be crucial for comprehensively deepening reform, the first year for fully advancing the law-based governance of the country, and the important time node to complete the Twelfth Five-YearPlan and develop the Thirteenth Five-Year Plan.

  To deliver good performance this year, we must deepen awareness of and have an overall grasp of the essential characteristics of speed changes, structure optimization, and power conversion under the New Normal; we must highlight system supply, strengthen innovation-driven development and adhere to adapting to speed changes by higher quality, better benefits and more stable development; we will carry forward the structure optimization by combining the projects of “Harnessing Five Waters”, “Three Renovations and One Demolition”and“Four Replacements and Three Renowneds” in all-round manner and accelerate power conversion by reform and technology innovation.

  We are focusing on building the ecosystem of more efficient administration, of more dynamic startup and innovation, of more charming nature and of more harmonious society so as toachieve steady and sound economic development and ensure social harmony and stability in the province.

  The overall requirements for the provincial government’s work this year are as follows:hold high the great banner of socialism with Chinese characteristics; carefully implement the guiding principles of the 18th CPC National Congress and the third and fourth plenary sessions of the 18th CPC Central Committee;thoroughly study and implement the spirit of General Secretary Xi Jinping’s major speeches; comprehensively put into practice the policy deployment of the Central Economic Work Conference; adhere to the general principle of “Eight-Eight Strategy”;remain adamant in regarding the quality and efficiency of economic development as our central task;promote the integration ofeconomic transformation and upgrade;unwaveringly and comprehensively deepen reform and opening-up;unshakably advance innovation-driven development;firmlyadvance theintegrated and coordinated development for both urban and rural areas; unswervingly maintain social harmony and stability and enhance people’s livelihood security;strive to promote the stable development and innovative development, and ensure the completion of objectives and tasks of the Twelfth Five-Year Plan to lay a solid foundation for the accomplishment of the tasks set by the “Twelfth Five-Year Plan” and the thirteenth Zhejiang Provincial Congress of the CPC and the goals for the year of 2020 (that Zhejiang’s GDP, GDP per capita, Zhejiang’s per-capita disposable income of urban citizens, per-capita net income of rural households will be doubled).

  We have set the main targets for economic and social development in the year of 2015as follows:increase regional GDP by approximately 7.5%; raise general public budget revenues by around 7.5%;synchronize the increase in per-capitadisposable incomes of both urban and rural residents with economic growth; align consumer price index(CPI) with national price regulation targets; make sure that energy-saving and emission-related binding indicators reach or exceed objectives and tasks assigned by the country.

  The focus of the work will be laid on the following aspects:

  1. Comprehensively deepening reform and opening-up, constantly upliftingour development vitality

  We must deepen the reform ofFour Lists and One Network”, which is designated for improving the system framework of the government. In order to achieve this, we will establish and perfect the dynamic adjustment mechanism of “Four lists” and concentrate on downsizing the list of government powers, upsizing the list of responsibilities and enhancing the functions of Administrative Services Online.

  We will strive to improve administrative efficiency and promote the modernization of governance system and capability of the government. We will deepen the reform of government review and approval system. We will exempt enterprise-invested projects that require no extra investment of land from reviews and approvals and fully carry out the efficient government reviewsand approvalsof enterprises’projects that require separate locations (outside the Land Use Master Plan).

  Moreover, we actively explore the supply mechanism of marketized elements forenterprises’ projects that require no separate locations and methods of exempting these projects from governmental reviews and approvals; we establishthe full-fledgedmarket-access-standard-based oversight system both during and after the handling of affairs, which involvessupervision of construction work, final acceptance and the construction permit.

  We will deepen the economic structural reform by summarizing reform experiencesfrom the pilot areas of Haining, Pinghu, Deqing, Kaihua andChun’an and formulating a comprehensive reform scheme. we will thoroughly promotethe differential pricing system of elements, the guiding system of corporate classification, the system ofThree rights entitled to the owner (household) and three rights attached to the owner (household)” and the system of financial rewards and penaltiesforecological environment.

  The national comprehensive reform pilot areas for new-type urbanization will be carried outin an active manner. We will deepen the reform of business systems, pushing forward the reform of integrated regional customs clearance. We will expedite the reform of investment and financing system, promote models of cooperation between government and non-governmental capital, and explorethe institutional mechanism for building large projects by making use of non-governmental capital.

  We will take vigorous steps to advance the reform of state-owned capital and enterprises, taking the construction of such investment operational platforms as ports and transportation as a breakthrough and propelling the consolidation and restructuring of state-owned enterprises and assets.

  We will encourage and support private enterprises to accelerate the stockholding system reform, to participatein the reform of state-owned enterprises and to spare no effort to develop mixedownership economies.

  We will deepen the structural reform in the social sectors. We will speed upthe structural reforms in the sectors of education, health, social security and culture. We will set up a unified registration mechanismand annual reporting system for public institutions.

  We will innovatethe social management system, launching the pilot reformsof equalizing basic public services in Haiyan County and local governance mechanism innovation in Tonglu County accordingly. We will press forward with opening-up policies. We will integrate both international and domestic markets, resources and rules, thus buildinga new open economic system. We will encourageour enterprises to “go global” to develop greenfield investment, mergers and acquisitions, equities investment, joint investment and other forms of foreign investment; we will support enterprises to develop cross-border e-commerce and step upthe construction of international marketing system; much importance will be attached to ramping up the export of high quality products with special features andbuilding the brand of “Made-in-Zhejiang” globally.

  We will give support to enterprises inthe import of advanced technologies, key equipment and energy resources, in taking advantage of foreign capital and intelligence and in giving full play to enterprises’ leading role in attracting foreign investment so as to actively introduce high-quality foreign investment projects.

  We will further strengthen the economic and trade cooperation with Hong Kong, Macao and Taiwan. We are hosting the Third World ZhejiangEntrepreneurs Convention, China-CEEC (Central and East European Countries) Investment and Trade Expo and Zhejiang China Investment & Trade Symposium. Efforts will be made to ensure that the legitimate rights and interests of Zhejiang enterprises and citizens abroad are protected and the construction of harmonious overseas Chinese groups is intensified.

  2.Striving to implement the strategy of innovation-driven development and constantly strengtheningthe support ofdevelopment

  We will advance the construction of science and technology innovation platforms and effectively gather innovative elements. For the sake of enhancing quality, highlighting characteristics and optimizing layouts, we will reinforce the building of Qingshan Lake Sci-Tech Town, Future Sci-Tech City, Ningbo New MaterialSci-Tech City, JiaxingSci-Tech City and Zhou shan Marine Science City andshall support qualified central cities to plan and construct new scientific and technological innovation platforms. Our government is actively promoting the marketization of scientific and technological innovations to give the full play to the leading role of enterprisesin innovation. Our government will deepen the reform of scientific and technological systems, establishing and improving the mechanism in which market breeds innovation programs and determines resource allocation and results assessment.

  We will perfect the supporting policy for key enterprise research institutes, bringing big enterprises’ role of innovative mainstay into full play. Our government will strive to develop online technology markets, integrate enterprises with sci-tech and finance and fully motivatethe innovative vigor of SMEs (small and medium-sized enterprises), particularly the sci-tech enterprises. We will actively propel the marketization and enterprisization reform of applied technology research institutes, improvethe accessibility of research equipment and services of scientific research institutes to the public and accelerate the construction ofregional innovation systems.

  We are vigorously promoting the industrialization of scientific and technological innovation, contributingto the promotion of integrating entrepreneurship with innovation and economy with science and technology.

  We shall encourage and support the mass entrepreneurship and innovation and further strengthen the cultivation and recruitment of talents, thus studying and formulating policies and measures of encouraging the entrepreneurship of talents, especially high-caliber talents andyoung talents at home and abroad. Therefore, we will expeditethe establishment of institutional mechanism for integrating innovation and entrepreneurship so as to build Zhejiang into a high ground of high-caliber talent entrepreneurship and innovationin China.

  We will study and set up policies of promoting the application of scientific and technological achievements, strengthen intellectual property protection and support enterprises to collaborate with universities and research institutes in innovation. More specifically, we will intensify the research, development, production and application ofnew products and technologies and jointly advance innovation in technology, management, businessmodel, and venture capital mechanism, in a bid to boost the capitalization and industrialization of scientific and technological achievements.

  3. Earnestly carrying out national major strategies and promoting Zhejiang’s strategic position in the country with great efforts

  We will actively engage in implementing three strategies of “the Silk Road Economic Belt and Twenty-first Century Maritime Silk Road, the coordinated development for the Beijing-Tianjin-Hebei region and the Yangtze Economic Belt”.

  Our government will greatly enhance the integration of Ningbo-Zhoushan Harbor, advance the integration of and construction of provincial costal ports and YiwuInternational Inland Port, and make plans for the development of the port economic circle. We will strengthen the systems of river-sea combined transportation and sea-land combined transportation and the construction of ocean-going fleets and steadfastly promote the commercial operation of cargo lines from Yiwu to Madrid. Our government will intensify exchanges and cooperation with countries along the “One Belt and One Road” and give support to nodal cities like Hangzhou and Ningbo in conducting friendly exchanges and deepen cooperation with cities in these countries.

  We will hasten the linkage with Shanghai and positively promote the integrated development of the Yangtze River Delta. We will intensify cooperations with cities of the Yangtze Economic Beltat a higher level and in more fields by highlighting key areas, fields and projects and integratingZhejiang with these cities in such sectors as personnel, science &technology, information, finance and public service, giving top priority tobringing Zhejiang more in line with Shanghai in urban railway transportation and to establishing the interactive mechanism for protectingJiangnanwater towns’wetland resources.

  We will also actively enhance exchanges and cooperations with adjacent provinces and municipalities and promote the ecological environmental protection and cultural tourism of the regions bordering Zhejiang, Anhui, Fujian and Jiangxi.

  We will further intensify the implementation of National Strategic Initiatives. More specifically, we will propel the joint construction of the pilot area for maritime economic development and Zhoushan Archipelago New Area and the mutual progress of the comprehensive reform of Wenzhou financial systems and the comprehensive reform of Yiwu international trade.

  We will acceleratethe building of Zhoushan River-Sea Combined Transportation Service Center and private environmental-friendly petrochemical bases, Hangzhou National Independent Innovation Model Area, China (Hangzhou) Cross-border E-commerce Pilot Zone, Yiwu International E-mail Exchange Bureau and Exchange Stations.We will positively develop private banks.

  The governmentwill accelerate the pace of building Zhejiang into a national clean energy model province through impelling the optimization of energy structure, technological progress and mechanism innovation and expediting the construction of the national model area integrating with informatization and industrialization.

  We will actively engage in building the “West Coast Economic Zone of Taiwan Strait” and successfully hold the 2nd World Internet Conference. In addition, we will continue to do well in the work of providing assistance for Tibet, Xinjiang, Quinghai and Sichuan.

    

  4. Leaving no stone unturnedin developing high-end manufacturing industry and modern service industry so as to expedite industrial transformation and upgrade

  We’ll focus on seven industries concerning information, environmental-protection, health care, tourism, fashion, finance and high-end equipment manufacturing. We will set up provincial funds for industrial transformation and upgrade, earnestly implement the development plans for seven industries and prioritize the investment of various elements in these seven industries, in a bid to form an industrial structure mainly featured by high-end manufacturing and modern service. We will also give top priority to developingthe Internet-centered information economy, to accelerating the pace of nurturing cloud computing, big data and the Internet of things as well as developing e-commerce, software and information products manufacturing industries.

  We will give full support to Tongxiang in building a national pilot area for Internet innovation and development. We will hasten the pace of planning and building a batch of towns with distinctive characteristics. More specifically, we will, under the guidance of the principle of enterprises serving as the main body to integrate resources, programs and industries, foster a batch of towns imbued with unique cultural flavor and tourist functions, which integrate seven industries and time-honored traditionalsectors such as silk and yellow wine.

  In particular, we will make use of newconcepts, new mechanisms and new carriers to promote the agglomeration, innovation and upgrade of industries and will actively propel the integration and upgrade of different development zones. We will carry out the improvement plans for provincial-level industrial clusters, development zones, high-tech zones, special areas under the supervision of customs as well as industrial parks, further define the industrial positioning, output standards per mu as well as energy-conservation and emission-reduction standards for all development zones; we will establish corresponding full-fledged elements configuration mechanisms. We will give support in accelerating the construction of Sino-Italy Industrial Park in Ningbo, Sino-Korea Industrial Park in Wenzhou and Zhongguancun Science and Technology Industrial Park in Quzhou and encourage qualified cities to seize every opportunity to apply forthe construction of national high-tech industrial development zones.

  We will vigorously implement the strategy of buildinga strong province by setting up standards, improving quality and developingbrands. Specifically, we will work on and set up standards for enterprises, actively build “Made in Zhejiang” brands andhastenthe pace of nurturing large leading enterprises, brand enterprises and high-tech enterprises; we willcontinue efforts totransform “self-employment into enterprises, small-scale enterprises into large-scale ones, large-scale enterprises into joint-stock ones and joint-stock enterprises into listed ones”. Efforts will be made togive more support to small and micro-sized enterprises andto actively tackle enterprises’ risks of capital chains and guarantee chains so as to improve the competitiveness of Zhejiang’s economy.

  We will also continue to implement the Package Plan for Expanding Effective Investment[9] and earnestly pay great attention to major infrastructure investment projects by propelling the development of national significant construction project packages, such as “Eight-Eight Plan”[10]for railway construction, Hangzhou-Ningbo comprehensive transportation hub and Ningbo-Zhoushan Harbor Collecting and Distributing system.

  We will strengthen the planning and construction of major industrial projects and mainly focus on a batch of significant high-end manufacturing projects. We will study and formulate guidelines on hasteningtechnical renovations, encourage and support enterprises to carry out large-scale and intensified technical renovations. We will further ramp upthe investment in ecological and environmental-protection fields in order to better ecological environment. We will continue our efforts to improve the work of the return of Zhejiang businessmen, stimulating private capital, attracting foreign capital and integrating with enterprises directly controlled by the central government.

  5.Strengthening agricultural and rural work and promoting the coordinated development of urban and rural areas

  The governmentwill strive to develop modern agriculture, adhere to the direction of efficient ecological agricultural development and hasten the pace of building Zhejiang into a green-agriculturally strong province. We willcontinue to focus our work on farmers, follow the laws of economics and intensify policy support and green development so as to enhance the building of grain-producing functional areas and modern agricultural parks.

  We will endeavor to stabilize grain production, work out the scale of newly added local grain reserves and secure the red linesfor food security. We will optimize planting industry and animal industry, develop modern agriculture and off-shore fishery industry and revitalize Zhejiang’s fishery grounds so as to promote the adjustment of agricultural structure and the transformation of developmental model.

  We will carry out the strictest-ever arable-land protection system thatforbidsdeforesting for the purpose of reclaiming land,launch the work of demarking permanent capital farmland and promote the innovation of agricultural science and technology and development of modern seeds industry. We will also enhance the construction of farmland irrigation facilities, advance the process of replacing farmers with agricultural machines, and vigorously develop rural e-commerce so as to push forward the “three-in-one” reform of production, supply and marketing and credits as well as expeditethe cultivation of new-type farmers.

  We will further rural reform and development. More specifically, we will advance the reform of “three rights” and comprehensive reform of household registration system in rural areas all at once, carry out experimental reform sites of encouraging farmers to voluntarilyquit land contractual management right, homestead usufructuary right and usufruct of rural collectiveassets and actively push forward the replacement of farmers’ homestead withurban housing and the increase of farmers’ incomes and the orderly transfer of rural labor force. We will pay more attention to the buildingof local rural personnel teams and the training of farmers and earnestly focus on the inheritance and protection work of intangible cultural heritage and traditional crafts.

  We will firmly implement the project of “selecting one thousand villages as exemplars and making an example of ten thousand villages”, strengthen village planning and rural house design and the reconstruction of thousands of “Zhejiang style” rural dwellings and tens of thousands of villages’ sewage treatment and environment protection; We will work on the preservation of 1,000 historical villages and 10,000 historical rural dwellings and the protection of historical architecture like roads, bridges, wells and of ancient and valuable trees and expeditethe building of “beautiful villages”. We will all the way build new countryside under the guidance of new-type urbanization. Our government will carry out the metropolitan area plans of Hangzhou, Ningbo, Wenzhou and Jinhua-Yiwu, accelerate the construction of functional platforms in central cities and urban railway transit networks and propel the integrated development of central cities and different districts and counties of metropolitan areas. We will give support in the accelerated development of central cities, such as Huzhou, Jiaxing, Shaoxing, Quzhou, Zhoushan, Taizhou and Lishui, and improve their agglomeration ability.

  We will also push forward the building of “beautiful counties”, deepen the reform of granting central towns more authority and enhance the planning adjustment of large counties and towns. We will support the integrated development of adjacent counties and cities. Moreover, we will actively develop underground space, improve green channel network construction and promote housing industrialization, thus fostering the health development of real estate industry.

  6. Revving up environment overhaul to expedite the building of Beautiful Zhejiang

  Targeting black, stinky and polluted rivers, we will step up water environment management, formulate and implement the “Three-year action plan to clean up black, stinky waters below V level”. We are striving to completely clean out black and stinky rivers, and reduce the proportion of stream cross-sections whose water quality is below V to around 5% according to provincial water monitoring by 2017. We will step up efforts to clean up black and stinky rivers, quicken the establishment of sewage pipe networks and the interception and the redirection of sewage pipelines, and comprehensively promote the upgrade of sewage treatment plants to the first-tier grade A. We are promoting the overhaul of heavy pollution industry and the prevention and treatment of pollution from livestock and poultry farming so as to steadily advance the construction of water treatment facilities for dealing with rural sewage water.

  We will strengthen the improvement of air quality by combating smog, set up and implement the three-year technological renovation action plan which aims to accomplish the “near zero emission” of coal-fired power plants, in an effort to achieve the zero emission of all coal-fired power plants as well as heat power plants in Zhejiang by 2017.

  We will also step up our work on the prevention and treatment of soil pollution and on the protection of permanent basic farmland. A three-year action plan on the prevention and treatment of soil pollution in grain-producing functional areas and modern agricultural areas will be made and implemented in a bid to improve the soil quality of both types of areas by 2017.

  We will comprehensively carry forward the prevention and control of “illegal conduct, traffic congestion and disorder”, focusing on “three renovations and one demolition”. A three-year action plan to contain unauthorized buildings will be made and implemented to fulfill the goal that 30% of counties (cities and districts) in Zhejiang won’t have any unauthorized buildings by 2017.

  We will press forward with the projects of relieving urban traffic jams, giving top priority to public transportation and “smart transportation”.

  We will extensively carry out the “Four Sides” action[11]to advance waste sorting and treatment and facilitate ecological civilization construction.

  We will also improve the ecological compensation mechanism, carrying out fiscal rewarding and punishment systems in key eco-functional areas. The standard of minimum compensation for provincial and higher-level ecological forests will be raised to 30 yuan per mu.

  We are improving the mountain-ocean cooperative mechanism to highlight ecology and environment protection, encouraging and assistingQuzhou, Lishui and other mountain areas in Zhejiang to take the path of enriching people through ecological construction.

  We will innovate energy saving and emission reduction mechanism and better the joint prevention and control mechanism for regional environment treatment. The emissions of major pollutants will be charged, which aims to promote energy conservation and environment protection.

  7. Endeavoring to encourage social undertaking development and social governance innovation to enhance people’s well-being

  Educational reform will be accelerated. We’ll press forward with the high-level equalization of compulsory education, vigorously implement the action plan for the second round of preschool education and rev up the development of standard primary schools and middles school as well as special education.

  We’ll effectively advance the popularization and universalization of higher education, arrange experimental sites for the reform of the current admissions system which is based on the national college entrance examination and speed up the development of key universities as well as key disciplines and specialties. Zhejiang Conservatory of Music will be built.

  We will further promote the socialization of high-level vocational education, encouraging and supporting more large-scale enterprises and groups to participate in the reform, so as to integrate education and practice and promote the cooperation between vocational institutions and enterprises.

  We will promote the sophisticated life-long education networking and establish a better community-based, Internet-aided life-long education system. We’ll further the work of employment, business startup and increase of citizens’ incomes.

  We will perfect the current mechanisms of employment promotion & encouragement and of ensuring job seeking based on individual will; we will focus our work on the job services for higher education graduates and unemployed people. A better information release system to display the average salary in an industry will be established, along with a collective consultative system and a mechanism of minimum wage standard adjustment, in a bid to ensure the steady growth of workers’ and staff’s salary.

  We will raise the pension standard for enterprise retirees at an appropriate time and work out a new poverty relief system based on subsistence allowances. We’ll strengthen social security systems. Our government will implement nationwide insurance registration, gear up the overall plan of urban and rural insurance systems and carry out the reform of the pension system for government organs and public institutions, so as to propel the social security system to cover every citizen in the nation. We will also speed up the establishment of elderly care systems, focusing on the development of the home-based care system at the community level.

  We will innovate housing security mechanisms in support of turning current housing in stock into public rental housing.

  The reform and development of health care systems will be accelerated and the integration of regional public health care resources will be strengthened. A long and effective mechanism will be established to enable high-quality health care resources to be accessible to health care institutions at grassroots level and to improve grassroots-level health care services. A better hierarchical diagnosis and treatment system will be built, while the private sector will be encouraged to provide health care services.

   The traditional Chinese medicine will also be promoted, along with the patriotic health movement. Some counties and cities will be chosen as pilot sites to carry out the reforms of building big top-notch public welfare hospitals and of giving free rein to commercial hospitals.

  We will rev up the reform and development of cultural undertaking and cultural industry, in an effort to cultivate and practice the core socialist value and to carry forward the shared value in Zhejiang: “pragmatism, credibility, erudition and goodness”.

  We will also reinforce the construction of public cultural service systems and press forward with cultural projects benefiting the people, in a bid to facilitate the standardization and equalization of basic public cultural services.

  We will also speed up the development of cultural industry with the shareholding reform of state-owned cultural institutions and the expansion of private cultural enterprises. We will also expedite the development of sport industry through promoting nationwide fitness programs and making preparations for the coming Olympic Games. We’ll advance the prosperity of literature and art, with the emphasis on the work of broadcasting, press and publication.

  We will consolidate our work on family planning, aging, women and children, disabled people, charity work, ethnic groups and religion.

  We will spare no effort to deepen the innovation in social governance. The In-depth publicity campaigns for public awareness of rule of law will be conducted and social credit systems will be built. We’ll improve the interconnected and coordinated multiple dispute resolution mechanism for meditation, arbitration, administrative adjudication and administration review and litigation. The interaction systems of people meditation, administrative meditation and judicial meditation will be perfected and the construction of public legal service system will be paid more attention to.

  We will also encourage social organizations to develop healthily and orderly, and grass-roots self-governing organizations to fully display their functions, thus promoting the legalization of grass-roots governance.

  We will also augment the safety regulation of food, medicine and agricultural products, step up the public safety management in major events, public holidays and crowded places and innovate the management mechanism for workplace safety, in a bid to effectively prevent big accidents and determinedly contain serious or major accidents.

  We will improve the disaster prevention, reduction and relief system and explore a new catastrophe insurance system. We will strive to perfect the three-dimensional prevention and control system for public security, reinforce Internet supervision and crack down on violent terrorism, crimes committed by religious extremists and crimes involving people’s livelihood, mafias, trafficking and firearms as well as pornography, gambling and drug abuse, so as to safeguard the safety of people’s life and property.

  We will support the development of armies and armed police force in Zhejiang and press forward with the construction, education, mobilization of national defense, people’s civil air defense, the “double support” work (support the army and give preferential treatment to families of revolutionary army-men and martyrs and support the government and cherish the people) as well as the special care and placement system for disabled ex-servicemen and family members of revolutionary martyrs, thus stepping up the integrated development of military and civilian.

  8. Comprehensively promoting administration according to law and revving up the development of a government under rule of law

  Responsibilities of the government should be fully implemented according to the law. The government must adhere to its statutory duties and forbid anything unauthorized by the law. The construction of departmental responsibility systems and organizational systems will be strengthened and the legalization of the organization, functions, powers, procedures, responsibilities of governments at all levels will be reinforced.

  We will implement the new budget law and intensify local governments’ debt management. Government procurement services are to be promoted and the decision-making mechanism is to be legalized. We will perfect major administrative decision-making procedures concerning public participation, expert evaluation, risk assessment, legality review and collective decision-making through discussion. The procedures for formulating administrative normative documents will be strictly implemented; the mechanism of government legislation will be improved; the government legal adviser system will be promoted in an all-round way.

  We will deepen the reform of administrative law enforcement. We will speed up the comprehensive law enforcement, dramatically reduce the types of law enforcement forces at the city-level and county-level and actively explore and carry out cross-departmental integrated law enforcement, in an effort to implement strict, fair and civilized law enforcement.

  We will tighten the restriction and supervision on administrative authority and we will voluntarily accept the supervision of the NPC, democratic supervision and judicial supervision, stressing governmental internalhierarchical supervision, specialized supervision and audit supervision and taking the initiative in public supervision and media supervision. We will standardize the contract management of administrative organs and strictly control and audit official consumption. We will intensify the administrative accountability system and perfect the system of administrative organs responding to lawsuits.

  We will carry out the experimental programs for the administrative reconsideration system reform and advance the transparency of government affairs in an all-round way, especially consolidating the disclosure of government information concerning budgets and final accounts, the allocation of public resources, the approval and implementation of major construction projects, social welfare and other areas.

  We will strengthen the construction of a clean and honest government and construction of Party’s work style, consolidate and expand the achievements in Party’s mass line educational practice and by reinforcing the “Three Stricts and Three Honests” special education, further increasing efforts in correcting the “Four Undesirable Work Styles” and implementing the Central Committee’s “Eight Rules” and the provincial “28 Regulations” and “Six Bans”.

  We will improve the corruption risk control system, strictly exercise the power and keep power reined within the cage of regulations. We will also remedy mediocre and lazy governance so that we can ensure that the central and provincial policy decisions are put into effect by virtue of strict political and organizational discipline.

  Fellow deputies, it is a critical task this year to study and make an outline for the “Thirteenth Five-Year Plan” of economic and social development. We will focus on deepening reform, advancing the construction of the rule of law, implementing innovation-driven development, speeding up transformation and upgrade, improving ecological environment and improving people’s living conditions. We will strive to make overall plans for major constructions, projects, and policies in order to lay the solid foundation for the more sustainable development of higher level and better quality.

  Fellow deputies, it is an important policy in our province that we have adhered to for years to make ten improvements in people’s livelihood every year. In 2015, we have decided the following ten improvements based on suggestions and methods proposed by the people. Therefore, the provincial government will further increase financial investment, improve the working mechanism, and work out well-defined requirements for the agenda and responsible entities so as to ensure the completion of these ten improvements.

  Making More Efforts to fight against haze

  The near-zero-emission technologies will be applied to 50% of the province-managed coal-fired electricity generating units; 30% of them are expected to achieve clean emissions; small coal-fired boilers will be phased out or transformed; yellow-labelled cars will be all eliminated and a fine job will be made of the upgrade of petroleum products and of other relevant work.

  Strengthening the quality assurance of agricultural products and safety control of food

  200 farmers’ markets in cities and towns will be converted to trustworthy markets; 500 urban farmers' markets will be equipped with rapid food safety testing labs which supply the public with free services; as much as 30% of the kitchens in large and mega-size catering enterprises and school canteens will be upgraded to trustworthy ones.

  Strengthening water environment management

  We will treat 5,000 kilometers of black, dirty and smelly rivers in the province, in an effort to reduce the proportion of stream cross-sections of which water quality is below V level by 1%. Wastewater treatment plants along the Qiantang River and Lake Tai Basin which have not implemented the first-tier Grade A discharge standards will be all transformed in accordance with the first-tier Grade A standards.

  Revving up the development of e-commerce service networks

  We will establish more than 6,000 “E-Deposit Boxes” and other e-commerce delivery terminals in urban and rural communities to solve the “last one hundred meters” problem in E-commerce.

  Renovating and upgrading rural roads and continuously developing public transport

  We are to carry out the technical upgrade of at least 3,000 kilometers of rural roads and maintain more than 3,000 kilometers of roads. We are to complete more than 3,000 kilometers of security engineering projects and build more than 3,000 docking stations. Moreover, we will put more public transit vehicles into use and increase the frequency of bus services in a bid to raise urban buses’ average transport sharing ratio by over 2%.

  Accelerating the advancement of rural sewage treatment and urban waste classification

  Rural sewage treatment is expected to benefit over 1.1 million new households and the coverage rate of classified garbage collection in multi-district cities will achieve 50%.

  Enhancing the aid to low-income and needy people

  We will make a good job of the tough battle against poverty; we will raise all families’ per-capita annual income to not less than 4,600 yuan and urban and rural minimum living standards by over 8%; we will prioritize the inclusion of unattended children, disabled and sick children from poor families in the children’s welfare system. The monthly living allowance standard for disabled people of working age with no regular incomes will be increased to 125 yuan; special funds for temporary reliefs will set up by financial departments in counties (cities, districts).

  Hastening the development of the public cultural and sports service system

  Free or low-cost public sports facilities and school sports facilities will be open to the public. 1,000 culture centers will be built in rural areas; the emergency broadcasting system will cover all villages.

  Quickening the development of the senior care service system

  28,000 elderly care beds and 15,000 nursing care beds will be added; 5,000 urban and rural community home-based care service centers will be built.

  Furthering the equalization of compulsory education

  The proportion of standardized primary and secondary schools is to be raised to 80%; thermal drinking water facilities are to be built in 3,000 primary and secondary schools; plastic running tracks are to be built in 400 primary and secondary schools.

   We will shoulder the heavy responsibility imposed by the times and make new achievements through hard work. Let us rally more closely around the Party Central Committee with Comrade Xi Jinping as General Secretary, and gather our morale and forces to take the lead in solid work under the strong leadership of the CPC Zhejiang Provincial Committee; Let us strive to accomplish the tasks set by the “Twelfth Five-Year Plan” and the thirteenth Zhejiang Provincial Congress of the CPC and the goals for the year of 2020 (that Zhejiang’s GDP, GDP per capita, Zhejiang’s per-capita disposable income of urban citizens and per-capita net income of rural households will be doubled to5.55 trillion yuan, 104,000 yuan, 55,000yuan and 24,000yuan respectively), in a bid to hasten the building of a beautiful Zhejiang and creation of a better life!
