Fellow Deputies,

  On behalf of the Peoples Government of Zhejiang Province, I now present to you the report on the work of the government for your deliberation and approval. I also invite the members of the Provincial Committee of the Chinese Peoples Political Consultative Conference (CPPCC) and the non-voting delegates to provide comments and suggestions.

I. Review of work in 2013

The year of 2013 was the first year of this tem of the government. Over the past year, the Provincial Government conscientiously implemented the guiding principles of the Eighteenth CPC National Congress and the Second and Third Plenary Sessions of the Eighteenth CPC Central Committee, thoroughly carried out the “Double Eight Strategies”, fully implemented the guiding principles of the Third and Fourth Plenary Sessions of the Thirteenth CPC Zhejiang Provincial Committee, and based on the “1-3-5” plans and the “Four Doubles” goals, fully implemented the resolutions of the First Session of the Twelfth Provincial People’s Congress. We emphasized the principle of seeking progress while maintaining stability, forged ahead in the spirit of innovation, and made solid progress in our work. In the face of a complex and volatile domestic and international environment and natural disasters, we spared no efforts in achieving steady growth, transforming structure, promoting reforms, and improving the people’s livelihood.

1. We promoted transformation and upgrading through combined efforts and policies. We pursued policies in an integrated way and adopted a full range of measures to achieve fast, sustainable and efficient economic growth. Zhejiang’s GDP reached 3.75685 trillion yuan, an increase of 8.2% over the previous year. The per capita GDP reached 68,462 yuan, an increase of 7.9%. The local fiscal revenue reached 379.7 billion yuan, an increase of 10.3%. We promoted transformation and upgrading through water control. We made great efforts in water control, holding government leaders accountable for water control, and achieved noticeable results. We forcefully advanced “Three Renovations and One Demolition”, with 190 million square meters of old residential areas, factories, and villages within the cities being renovated, and 150 million square meters of illegal buildings being demolished. We effectively carried out campaigns for improved landscape along the roads, the railways, the rivers, and the hills and for clean rivers and air. We spared no effort in the prevention of air pollution and increased the compensation from 19 yuan per mu every year to 25 yuan for 40 million mu of ecological public welfare forests at the provincial level or above. We made progress in conserving energy and reducing emissions. The energy consumption per unit of GDP was expected to drop by over 3.5% and the reductions in the emission of chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxide met the annual targets. We strengthened the role of technological innovation in guiding transformation and upgrading and conscientiously implemented the strategy of innovation-driven development, with the investment in research and development accounting for 2.2% of the GDP. We advanced the development of the Qingshan Lake Sci-Tech Town, the Future Sci-Tech Town, and the high-tech industrial parks. We carried out major sci-tech projects, fostered the development of major enterprise institutes, sped up the establishment of provincial-level industrial design demonstration bases, and carried out pilot projects of building “smart cities”. We promoted transformation and upgrading through the replacement of outdated production facilities, technological upgrading, more efficient construction land use, and e-commerce. A total of 640 high-tech enterprises were set up, 1,029 enterprises with high energy consumption and heavy pollution were closed down, 466.1 billion yuan was invested in technological upgrading, 96,000 mu of existing construction land was being better used, and the trade volume of e-commerce exceeded 1.6 trillion yuan. We made great efforts in fostering famous enterprises and brands and promoted the transformation of self-employed businesses into enterprises and the development of small enterprises into large-scale enterprises, then into stockholding corporations and finally into listed companies. We supported transformation and upgrading with the development of modern agriculture. We sped up progress in agricultural science and technology, accelerated the construction of the grain production functional zone and the modern agricultural zone, fostered emerging agricultural business entities such as family farms and specialized farmer cooperatives, promoted the transformation and upgrading of animal husbandry, developed dry-land grain crop production, and formulated and implemented plans for revitalizing the fishing grounds in Zhejiang. The industrial structure of farming, forestry, animal husbandry and fishery was optimized as a result. We also promoted transformation and upgrading through the “411” campaign to expand effective investment. The paid-in capital of returned Zhejiang businessmen reached 175 billion yuan and the actually utilized foreign investment amounted to 14.16 billion dollars. The completed investment of cooperation projects with central enterprises totaled 80 billion yuan and the fix asset investment increased by 18.1%. A number of major infrastructure projects and industrial projects were completed and put into operation, including the Hangzhou East Station Hub, Jiaxing-shaoxing Bridge, and Volkswagen 300,000-unit production base. We took a holistic approach in promoting consumption and stabilizing export growth, with the foreign trade export up by 10.8% and the total retail sales of consumer goods up by 11.8%.

2. We intensified efforts to reform systems. With deepening reforms as the top priority for this term of the government, and reforms of the examination and approval system as the breakthrough point, we started government functional transformation and economic and social reforms so as to bring new vitality to the public. We took the initiative in starting new reforms on the examination and approval system and cut down on the matters subject to examination and approval, with the number of provincial-level administrative approval matters down from 706 to 424 and the number of non-administrative approval matters down from 560 to 96. The pilot reform in high-efficiency approval of enterprise investment projects at Keqiao of Shaoxing greatly decreased the time for approval. We gave support to the institutional reform of administrative management in the Zhoushan Islands New Area and granted it powers for provincial administrative approval. We supported Jiaxing in entrusting approval powers to counties (county-level cities or districts). We made innovations in the examination and approval practices, standardized agency services, and promoted systems for parallel approval, joint approval, approval agency, and full approval supervision. We actively promoted the transformation of government functions. We fully investigated the administrative powers of all provincial-level departments, launched the pilot system in Fuyang for providing a power list, cut down on administrative powers in accordance with the law, and publicly released the procedures for the exercise of powers. We studied and formulated the overall plan for the reforms of provincial-level administrative organs, completed the adjustment in the management systems for industry & commerce and quality inspection, and completed the functional integration of provincial food and drug regulations. Major progress was made in economic and social reforms. We accelerated the reforms concerning the “Four National Strategies”, studied the reforms such as the integration of the Ningbo and Zhoushan Ports and the management and control of coastline resources, advanced the development of the Zhoushan Islands New Area, deepened reforms in Yiwu, put forward regulations on Wenzhou private financing for examination and approval, and promoted supportive reforms for the construction of the Jiashan scientific development pilot site. We pushed ahead with pilot reforms of ministries and commissions under the State Council, carried out pilot reforms of marketized allocation of resources in Haining and financial services for small- and micro-sized enterprises in Taizhou, and deepened the trial development of small cities. We accelerated the system reforms in education, medical care, and culture, and introduced and adopted the opinions on promoting the healthy development of privately-run schools and the fast development of privately-run medical institutions. We put a lot of effort into foreign exchange and cooperation. New achievements were made in foreign affairs, work related to Hong Kong, Macao and Taiwan, and overseas Chinese affairs. New progress was also made in targeted assistance and regional cooperation.

3. We promoted the coordinated development of various programs. We gave top priority to ensuring and improving the people’s livelihood. We strove to increase the income of urban and rural residents, with the per capita disposable income of urban residents reaching 37,851 yuan, up by 9.6% and the per capita net income of rural residents reaching 16,106 yuan, up by 10.7%. We strengthened the development of the employment service system, with 1.043 million people newly employed in the cities. We intensified efforts in social security. A total of 2.7 million more residents were covered by old-age insurance, and 1.61 million more were covered by medical insurance. The monthly subsistence allowances for urban and rural residents were raised to 526 yuan and 406 yuan respectively. We started construction of 194,000 units of low-income housing and completed 111,000 of them. We made solid progress in ensuring price stability, with the provincial CPI up by 2.3%. We spared no effort in ten areas which are important to the people’s wellbeing, such as cleaning up urban and rural environment, reducing urban traffic jams, and improving the living conditions of people in need. With the fiscal investment of the province totaling 52.5 billion yuan, we made great efforts in task breakdown and fulfillment, strengthened supervision and evaluation, and finally achieved the annual targets. We worked hard to develop social programs. We completed the three-year action plan for pre-school education, accelerated the development of compulsory education, vocational education, and higher education, strengthened the construction of urban and rural public health service systems and public cultural service systems, and made steady progress in programs related to population and family planning, people of old age, women and children, people with disabilities, charities, ethnic relations, and religion. We vigorously developed fitness activities and the athletes of Zhejiang made record-high achievements in the 12th National Games. We gave great support to strengthening national defense and building up the armed forces. We made solid progress in national defense mobilization, civil air defense, “double support” and the special care and placement policies, and promoted the integrated development of the military and the people. We strengthened the building of a peaceful Zhejiang and a law-based Zhejiang. We innovated and developed the “Fengqiao Experience”, promoted innovations in social management, tightened oversight and control on food and drug safety, and started the check and crackdown campaigns for workplace safety, with the number of workplace accidents, death tolls and direct economic losses down by 5%, 2.2% and 8.4% respectively. We pressed ahead with the development of a prevention and control system for public order and cracked down on crimes.

4. We made great efforts in responding to major natural disasters. We gave top priority to ensuring the people’s safety, monitored closely and responded scientifically to disasters. The officials, the general public, and officers and soldiers of the Peoples Liberation Army and People’s Armed Police Force stationed in Zhejiang all devoted themselves to disaster response and relief and tried their best to reduce the deaths, injuries and economic losses. We spared no effort in responding to record heat and drought, ensured power supply, strengthened scientific management and proper distribution of water resources, and carried out artificial rain-making activities, so as to ensure water supply for livelihood and production. We worked hard to respond to Typhoon Fitow as well as the strong rain it brought that was rarely seen in a century, started the typhoon prevention and response emergency plan in a timely manner, reinforced seawalls, dikes, dams, and reservoirs, evacuated 1.28 million people from dangerous areas, and invested 3.4 billion yuan of disaster response and relief government fund in disaster victim relief, flood drainage and epidemic prevention in the disaster-stricken areas, post-disaster production restoration, and the investigation and check of water conservancy facilities. We made efforts to prevent and control the human infection of H7N9, intensified monitoring and alert, pathogenic prevention and control, and investigation of epidemic situations, guided public opinion, and tried our best to rescue infected patients and reduce the death tolls.

5. We strengthened governance. We fully carried out the mass line campaign. We resolutely implemented the “eight-point” code of the Central Committee of the CPC and the “six prohibitions” of the CPC Provincial Committee, resolved the serious problems in formalism, bureaucracy, hedonism and extravagance, and adopted workable corrective measures so as to achieve substantive results in changing work styles and promoting development. We strengthened the development of a law-based government. We ran the government in accordance with the law, introduced the standard for the development of a law-based government, carried out trials for comprehensive law enforcement, and standardized the discretionary power in administrative punishment. We strengthened the legislative work of the government, drew up eight regulations of the provincial government, and put forward ten local laws and bills for the deliberation, approval and modification of the Standing Committee of the Provincial People's Congress. In addition, we improved government services. We carried out activities such as the investigations conducted by a hundred groups from the provincial organs and the visits of government officials to villages and enterprises. We worked hard to serve enterprises and local communities, improved the public service system, and helped local communities, enterprises and the people to solve actual problems. We fully implemented the responsibility system for improving the Party's style of work and upholding integrity and implemented code of ethics to ensure clean governance. We intensified efforts to prevent and curb the risks involved in building clean government, publicly released government budgets and final accounts, promoted auditing and supervision on official spending, and strictly controlled spending on official overseas trips, vehicles for official use and official hospitality, with the total spending down by 15% in the province.

Fellow Deputies,

Our hard-won achievements over the past year are the results of the correct leadership of the Party Central Committee, the State Council, and the CPC Zhejiang Provincial Committee, as well as the concerted efforts and hard work of all the people in the province in seeking development and progress. On behalf of the People’s Government of Zhejiang Province, I wish to sincerely thank the people of all ethnic groups in the province and migrant workers. I wish to express my sincere gratitude to deputies of the Provincial People’s Congress, members of the Provincial CPPCC, the democratic parties, industry and commerce federations, people’s organizations, and people from all sectors of society. I wish to express my sincere appreciation to the officers and soldiers of the People’s Liberation Army and the People’s Armed Police Force stationed in Zhejiang. I also wish to express my sincere thanks to our compatriots in the Hong Kong and Macao special administrative regions and in Taiwan, overseas Chinese, and friends around the world who have shown understanding for and supported Zhejiang’s development.

We are keenly aware that the government’s work still falls short of public expectations. The transformation of government functions has not been fully carried out. Some problems such as formalism, bureaucracy, hedonism and extravagance can still be found in some departments and areas and passive corruption can be seen very often in some fields. The foundation for steady growth in the income of urban and rural residents is not solid enough and the growth in the per capita disposable income of urban residents, if the price factor is deducted, falls short of the target set at the beginning of the year. Structural problems and deep-rooted contradictions still exist in economic development and excessive reliance on low-end industries, low-cost labor, and on the consumption of resources and environment has not been fundamentally changed. The clustering and radiating functions of central cities are not powerful enough. The deterioration of the ecological environment of some areas has not been effectively stopped. The disaster response capability is not strong enough and social conflicts occur very often. We must pay attention to these problems and take effective steps to resolve them.

II. General requirements for the work in 2014

The domestic and international situations are undergoing profound changes. The global economy is still struggling to recover and the global financial crisis will have long-term effects. Amid many instabilities and uncertainties, the global economy will continue to grow at a low rate for a quite long time. The economy of our country is experiencing shifts in growth rate and difficulties in structural adjustment. Therefore, the core task during this period is to seek progress while maintaining stability, make reforms and innovations, maintain proper growth of economy, and accelerate structural adjustment. Zhejiang Province is in a critical stage of transformation and development. If we do not overcome difficulties and move ahead, we would fall behind. We must closely follow the major trend for development, grasp opportunities for development, stick to the bottom-line thinking, and adopt a problem-based approach. We must take active steps to hold the growth rate within a rational range and focus on improving quality and efficiency. We must be bold to make reforms and take responsibilities, and promote development, transformation, and the improvement in the people’s wellbeing through reforms.

The general requirements for the work this year are as follows. We must fully implement the guiding principles of the Eighteenth CPC National Congress, the Second and Third Plenary Sessions of the Eighteenth CPC Central Committee, and the relevant meetings of the Central Committee, and thoroughly carry out the “Double Eight Strategies”. With reforms playing a guiding role, we need to make progress while maintaining stability, boost vitality through reforms, and make improvements during transformation. We will make efforts in sewage disposal, flood prevention and drainage, water supply and water conservancy and attach equal importance to the “five measures”. We will strive for progress in improving quality and efficiency, take effective measures to improve the people’s wellbeing, and make great efforts in implementation, so as to create a good beginning for comprehensively deepening reforms, promote steady and healthy development of economy and social harmony and stability, and lay a solid foundation for fully implementing the Twelfth Five-Year Plan and the “1-3-5” plans and achieving the “Four Doubles” goals.

The main targets for economic and social development in 2014 are as follows: based on optimizing structure and improving quality, to increase the regional GDP by around 8%, increase the local fiscal revenue by around 8%, increase the per capita disposable income of urban residents and the per capita net income of rural residents by around 8%, make the CPI fit with the state price control targets, steadily increase the proportion of research and development spending in GDP, and make sure that the indices of energy conservation and emission reduction, including chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxide, meet or exceed the targets set by the nation.

In our work, we must stick to the guiding role of reforms, focus on the main thread, and grasp the three “bottom-lines”, so as to promote steady and healthy economic and social development of the province.

To stick to the guiding role of reforms, we need to make reforms and innovations throughout all areas and links of economic and social development and guide the work with reforms.

With the focus on the decisive role of markets in resource allocation, we will deepen the reform of the economic system and give full play to the leading role of the economic system reform. We will adhere to and improve the basic economic system, support state-owned enterprises and individually-run enterprises in setting up a sound modern corporate system, and enhance the development of mixed-ownership economy, so as to support economic entities under different forms of ownership in drawing on each other’s merits for mutual benefit and development and bring vitality to market players. We will accelerate the improvement of modern market system by implementing a unified market access system and market oversight system, develop local capital market and local finance, explore ways of forming a construction land market that unifies urban and rural areas, and promote marketized resource allocation. We will speed up the transformation of government functions, improve the government organizational structure, further streamline administration and delegate power to lower levels, strengthen the functions of government in public service, market oversight and supervision, social administration, and environmental protection, and cope well with the relationship between government and market and between government and society.

To focus on the main thread, we need to take accelerating the transformation of the economic development pattern as the main thread and continue to improve the quality and efficiency of economic growth.

We will unwaveringly continue in efforts such as sewage disposal, flood prevention and drainage, water supply and water conservancy. Taking these efforts as strategic measures to push forward economic transformation and upgrading, we will strive to improve the water environment by eliminating rubbish rivers, cleaning up polluted and stinky rivers, and advancing major projects in flood prevention and drainage and water supply in urban and rural areas. We will take effective steps to protect drinking water sources and advocate economical water use.

We will unwaveringly implement the strategy of innovation-driven development. We will accelerate the development of a strong province in science and technology, education, and human resources, deepen the reform of the system for science and technology, increase spending on innovation, build innovation platforms, and carry out projects to promote innovation of the trinity of major enterprise institutes, major sci-tech groups and major innovation groups. We will develop online technology market, strengthen the link of enterprises with technology and finance, support Hangzhou in building the state independent innovation demonstration zone, and accelerate the development of an innovation-oriented province.

We will unwaveringly pursue the “Four National Strategies”. We will push forward the construction of the marine economic development demonstration zone, accelerate the reform and development of the Zhoushan Islands New Area, deepen the comprehensive reform of international trade in Yiwu, deepen the comprehensive reform of finance in Wenzhou, and give full play to the leading role of strategies. We will also actively promote the development of the Jiashan scientific development pilot site.

We will unwaveringly implement the strategy for developing functional zones. We will study and formulate the overall plan for the province and improve the distribution of the population and productive forces. We will strengthen the development of transportation infrastructure, particularly the rail transportation system, and promote joint regional development and the integration of urban and rural areas. We will make efforts to promote the integration of industries and cities and clustered development by encouraging advanced manufacturing to be concentrated in industrial clusters and encouraging modern service industries to be concentrated in central cities. We will promote scientific development of mountainous areas, increase support to some under-developed areas such as Quzhou and Lishui as well as some functional ecological zones, and support some areas such as Huzhou in the construction of a national ecological civilization demonstration zone, so as to promote green development and enrich the people through ecological development.

We will unwaveringly give top priority to developing and upgrading individually-run economy. We will persist in equality of rights, opportunities and rules and ensure that individually-run enterprises have equal access to the factors of production in accordance with the law and have lawful rights to participate in market competition on an open, fair and just footing. We will give protection and support to small- and micro-sized enterprises and facilitate the accelerated upgrading of market players. We will support individually-run enterprises to participate in major projects and reforms of state-owned enterprises, fully stimulate the vitality and creativity of individually-run economy, and promote its new development and upgrading.

To grasp the three “bottom-lines”, we need to take people’s income growth, improved eco-environment and public safety as the “bottom-lines” for economic and social development and strive to make the people of Zhejiang richer, the environment more beautiful, and the whole society more harmonious.

It is the people’s wish to steadily increase their income. We will promote industrialization, accelerate urbanization, and create more better-paid jobs for urban and rural residents. We will help more rural workers in their shift of employment, encourage more rural residents to settle in the urban areas, support more poverty-stricken farmers in casting off poverty and becoming better off, and ensure that the residents’ incomes grow in line with economic development.

It is the people’s will to accelerate the improvement of eco-environment. We will adopt the toughest environmental protection systems, strengthen the conservation of energy and resources, and develop new energy sources. We will increase reductions in the emission of chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxide, and study and introduce measures to reduce emissions of smoke, dust, and total phosphorous and nitrogen. We will strengthen environmental protection, pollution control, and ecological restoration and accelerate the development of a beautiful Zhejiang.

It is the people’s aspiration to maintain social harmony and stability. We will make innovations in social governance system and improve the mechanism for people to voice their demands as well as the mechanisms to coordinate the people’s interests, protect their rights and interests, and resolve social conflicts. We will improve the public safety management system and strengthen workplace safety infrastructure, so as to ensure that people enjoy a happy life, to build a secure and orderly society, and to accelerate the development of a peaceful Zhejiang.  

We firmly believe that as long as all the people in the province make concerted efforts and dare to make reforms and innovations, to overcome difficulties, and to take responsibilities, we will surely be able to meet the above targets, and seize new opportunities and make new breakthroughs and more brilliant achievements in a new round of reform and opening-up.

III. Major work to be done in 2014

According to the overall plan of the CPC Central Committee and the CPC Zhejiang Provincial Committee, this year’s work will focus on implementing reform, improving the environment, promoting transformation, and improving the people’s wellbeing. Major work will include the following.

1. We will accelerate the reform of governance and effectively transform government functions. We will fully implement the system for providing a power list. We will cancel and rigorously control some administrative powers that do not meet the requirements for deepening reforms, publicly release the procedures for the exercise of powers in accordance with the law, and study and introduce measures for provincial-level government departments not to directly allocate and appropriate funds to enterprises or to collect administrative fees directly from enterprises. We will deepen reforms of the administrative approval system and the marketized allocation of production factors. We will abolish and delegate some more provincial-level approval powers, accelerate the construction of the provincial online government operation platform, improve approval efficiency, accelerate the reform of the industrial and commercial registration system, promote differentiated pricing for resource elements such as water, electricity, gas, construction land, and environment capacity, and establish a sound system for the trade of construction land, energy savings, water usage rights, and pollution discharge rights. We will tighten pilot programs at all levels. We will promote the pilot program of canceling the approval procedure for enterprise investment projects that are not included in the catalogue of investment projects approved by the government, and accelerate the pilot program of innovating industrial restructuring mechanism in Pinghu, the pilot program of reforming the urban and rural systems in Deqing, and the pilot program of developing a priority functional ecological demonstration zone in Kaihua. We will support local areas in carrying out pilot reforms, such as the pilot reform of nongovernmental investment in Taizhou and the various pilot reforms in Jiaxing, form the clustering effect of pilot reforms, and introduce the reforms to other areas of the province at the right time. We will start a new round of reform of government agencies. To do so, we will streamline government agencies and personnel, optimize the government organizational structure, function allocation, and work procedures, and improve the administrative mechanism in which the powers of policy making, implementation and oversight both constrain each other and function in concert, so as to steadily improve government administration in accordance with the law. We will establish a sound permanent mechanism for improving work styles. We will make greater efforts in investigation and research, form new think tanks, improve the consultation system on government policies, accelerate the development of e-commerce, and release information on policies, administration, services, results, and spending on official overseas trips, vehicles for official use and official hospitality. We will intensify efforts to train highly competent public servants, rigorously implement regulations of the CPC Central Committee and the CPC Zhejiang Provincial Committee on improving work styles and maintaining close ties with the people, build a sound mechanism for preventing and curbing the risks involved in building clean government, and strengthen government credibility and executive force.

2. We will accelerate the innovation of the mechanism for protecting the eco-environment and make great efforts to improve the eco-environment. To do so, we will take firm steps in sewage disposal, flood prevention and drainage, water supply and water conservancy. We will carry out the “10-100-1,000-10,000 Water Control Campaign”, increase the protection of water environment in water source areas, improve the water environment of major river basins and areas, and strengthen pollution prevention and control at offshore waters. We will accelerate the construction of sewage pipeline networks, ensure the full coverage of urban sewage interception pipelines and facilities for rural sewage disposal and centralized disposal of industrial and domestic waste, and upgrade and renovate sewage disposal facilities. We will intensify efforts in the reinforcement of reservoirs and dikes and the flood prevention and drainage projects, promote water conservancy of farmland, enhance the development of the drinking water supply system, and implement a series of water conservancy policies and measures. With these efforts, we will form a standardized system for sewage disposal, flood prevention and drainage, water supply and water conservancy. We will promote the integrated and comprehensive improvement of urban and rural environment. We will vigorously implement the air pollution prevention campaign and increase efforts to reduce haze. We will focus on the upgrading of desulfuration, denitrification and dust-disposal equipment and technologies of coal-fueled power plants as well as the reduction in vehicle exhaust emissions, and make greater efforts to tackle dust pollution from construction sites, prohibit straw burning, phase out high-emission vehicles, and promote the use of clean gasoline. We will strengthen the prevention and control of pollution from non-point agricultural sources and give priority to reducing pollution from livestock and poultry breeding. We will conduct investigations on soil environment, make adjustments in the use of highly polluting farmland, strive to make breakthroughs in soil pollution control technologies, and carry out clean soil campaigns by drawing upon the experiences gained from local experiments. We will strengthen campaigns for improved landscape along the roads, the railways, the rivers, and the hills, and give priority to plain afforestation by increasing the forest coverage rate of plains. We will establish a sound mechanism for environmental improvement and ecological protection. In accordance with the principle that whoever benefits should compensate and whoever pollutes must pay, proposed by the CPC Central Committee, we will set up a sound system of financial rewards and penalties according to the pollution discharge volume and a sound system for compensating for ecological damage according to transregional water quality and forest coverage rate, promote third-party treatment of environmental pollution, and increase law enforcement efforts in environmental protection, so as to effectively protect our environment.

3. We will accelerate innovation of the mechanism for industrial restructuring and promote economic transformation and upgrading. We will make greater efforts to develop modern agriculture. To do so, we will resolutely keep the “red line” for grain safety, continue to develop high-efficiency ecological agriculture, strengthen innovation of agricultural technology, with the focus on seed industry, and vigorously develop ecological and circular agriculture. We will accelerate agriculture restructuring, develop large-scale agricultural operations, expand the area of land sown with dry-land grain crop, promote new types of farming methods, reduce the use of pesticide and chemical fertilizer, and improve the policy of strengthening agriculture, benefiting farmers, and enriching rural areas, so as to build a strong province in green agriculture. We will make greater efforts to develop advanced manufacturing and modern service industries. We will speed up developing national demonstration zones that fully integrate IT application and industrialization, promote the joint and integrated development of manufacturing and producer service industries, energetically develop strategic emerging industries and new- and high-tech industries, foster major industries that could support future development, and study and formulate development plans for industries of IT, environmental protection, health care, tourism, fashion, finance, and high-end equipment. We will carry out campaigns to replace outdated production facilities, upgrade technologies, make more efficient use of construction land, promote e-commerce, and foster famous enterprises and brands. We aim to close down or transform 1,000 enterprises with high energy consumption and heavy pollution, complete an investment of 500 billion yuan in technological upgrading, make better use of 80,000 mu of existing construction land, and encourage 5,000 real enterprises to develop e-commerce. We will carry out the projects to foster 100 leading enterprises, 1,000 enterprises of brand names, and 10,000 new- and high-tech enterprises, pursue the strategy of building a strong province in standards, quality, and brand names with coordinated efforts, and train personnel in operation management, research and development, and designing, as well as senior technicians. We will carry out the “411” campaign to expand effective investment. We will reform the project management system and give priority to good projects and major projects. We will reform the system for managing industrial clusters and make greater efforts in core sections. We will optimize the working mechanism for the returning of Zhejiang businessmen, the stimulation of private capital, the attraction of foreign capital, and cooperation with central enterprises, and continue to improve the structure and quality of investment. We will reform the investment and financing system and invite all types of enterprises to invest in government projects.

4. We will accelerate the reform of urban and rural systems and promote a new type of urbanization and a new countryside in a coordinated manner. We will improve the systems and mechanisms for integrated development of urban and rural areas and create equal systems for both farmers who want to go to the city and farmers who want to stay in the countryside. We will protect farmers’ contracted land-use rights, usufruct of housing land, and their rights to possess, profit from, withdraw from with compensation, mortgage, guarantee, and inherit shares of collective assets, prudently grant these rights to every individual (or household) and tie the rights to every individual (or household), and carry forward the reform of the household registration system. We will promote the coordinated development of large, medium-sized, and small cities as well as small towns and provide more and better opportunities for the development of urban residents and farmers who migrate to cities. We will study and formulate an outline of the plan for developing metropolitan areas in Hangzhou, Ningbo, Wenzhou, and Jinhua & Yiwu, promote the integrated development of regional central cities and their neighboring counties or county-level cities, promote the reforms and development of county towns and central towns, and advance the transformation of county-level economy into urban economy. We will strive to increase the driving force of urban areas in promoting rural development and form a new development pattern in which industry promotes agriculture, urban areas support rural development, industry and agriculture reinforce each other, and urban development and rural development are integrated. We will improve the environment of villages and create better working and living conditions for farmers who stay in the rural areas. We will increase efforts in integrated urban and rural development, advance the project to build 1,000 demonstration villages and improve the environment of 10,000 villages, adjust and optimize the layout of the villages, and ensure the improved designing of village houses with the regional characteristics of areas south of the Yangtze River. We will intensify the protection of historic and cultural villages, strengthen the construction and maintenance of rural roads, and extend urban infrastructure and public services to rural areas, so as to enable farmers to share in the achievements of urbanization.

5. We will actively build a new system of open economy and spur reform, development and transformation through opening up. We will innovate the development pattern of foreign trade by giving top priority to the export of high-value-added products and service trade, encouraging the import of major raw materials such as advanced equipment, key technologies, and energy, developing cross-border e-commerce, and forming new growth points. We will innovate ways of utilizing foreign capital by relaxing controls over foreign investment access, exploring the management models of pre-establishment national treatment and a negative list for foreign investment, improving the mechanism for attracting the investment of big and great enterprises with high investment capability, and striving to attract high-quality investment projects from Global 500 companies. We will innovate ways of overseas investment by improving the policy supporting system for “going global”, supporting enterprises and individuals in expanding overseas investment, encouraging competitive enterprises to go abroad and invest and establish economic and trade cooperation zones, manufacturing bases, R&D and designing institutions, and marketing networks, and encouraging overseas mergers and acquisitions as well as international technological cooperation. We will make innovations in the construction of opening-up platforms by advancing the development of Ningbo into a modern international port city, striving to establish a free trade port area in Zhoushan, integrating and upgrading all types of bonded zones and development zones, accelerating the development of a dry port in Yiwu, making e-commerce platforms more international, and improving the Zhejiang-Taiwan Economic and Trade Cooperation Zone. We will make innovations in the mechanisms for international and domestic cooperation and exchanges by giving full play to the strengths in resources related to foreign affairs, extensively carrying out cooperation between sister cities, international publicity, public diplomacy, friendly cultural exchanges among the people, and friendly paired exchanges, and exploring mechanisms for frequent exchanges. We will conscientiously implement the national master strategy for regional development and actively participate in the building of a Silk Road economic belt, a 21-century maritime Silk Road, and a Yangtze River economic belt. We will accelerate the integrated development of the Yangtze River delta and make greater efforts in our targeted assistance in Tibet, Xinjiang and Qinghai.

6. We will deepen reforms and innovations in social programs and cultural programs and strive to improve the people’s wellbeing. We will try to increase the income of urban and rural residents by every possible means. We will improve the government accountability system for promoting employment, improve preferential policies for supporting business start-ups, make great efforts in the employment of young people, especially college graduates, and the employment of rural migrant workers, urban residents with difficulties and ex-service members, and raise the minimum wage and the subsistence allowances for urban and rural residents at an appropriate time. We will establish a more equitable and sustainable social security system. We will promote the integration of the basic old-age insurance system and the basic medical insurance system for urban and rural residents, explore the insurance system for serious diseases for urban and rural residents, advance the reform of the old-age insurance system for government organs and public institutions in an orderly manner, and build a sound mechanism for the calculation of social security benefits and regular adjustment. We will strengthen the construction of elderly care institutions and welfare agencies for low-income groups and improve the system to protect the rights and interests of people with disabilities. We will vigorously develop education. We will give top priority to cultivating the integrity and morality of students, improve the quality of preschool education, promote the balanced development of compulsory education and education in senior high schools, increase the coverage of high-quality educational resources, and advance standardized schools. We will deepen the integration of production and education and cooperation between schools and enterprises and quicken steps in the development of a modern vocational education system. We will accelerate the reform and development of institutions of higher learning, carry out the program for developing key universities, improve the quality of teachers, develop some disciplines with national influence, and encourage institutions of higher learning to have their own distinctive features and to strive for excellence. We will make great efforts in medical and health care. We will deepen comprehensive reforms of public hospitals by promoting the separation of government management from hospital operations, improving the mechanism for channeling talented personnel and resources into community-level medical and health care institutions so as to increase the capability and efficiency of their services, and abolishing the practice of using pharmacy profits to subsidize medical services. We will carry out the trial reform of graded diagnosis and treatment, build the contracted service relationship between community doctors and residents, and promote commercial medical insurance. We will implement the policy that allows couples to have two children if one of them is an only child. We will take effective steps to develop cultural programs and cultural industries. We will accelerate our efforts in major industrial projects and improve the basic public cultural service system in urban and rural areas. We will integrate rural facilities for culture, distance education, popularization of science and technology, and sports and fitness, and accelerate the construction of rural cultural halls. We will deepen the reform of the cultural system, improve the cultural market system, and make the cultural industry larger, more intensive, and more specialized. We will develop fitness activities across the province and take great efforts in the 15th Provincial Games. We will vigorously develop privately run social programs. We will increase the government purchase of public services and encourage and support the accelerated development of privately run education, medical care, elderly care, sports and culture.

7. We will intensify efforts to make innovations in the methods of social governance and ensure social harmony and stability. We will improve the system and mechanism for social governance. We will vigorously promote core socialist values, strengthen publicity and education of the legal system, and increase efforts in the development of a credibility system. We will step up improving the laws and regulations, the system and mechanism, the capability, talented personnel, and IT application for social governance, innovating and developing the “Fengqiao Experience”, and carrying out campaigns for public safety. We will improve the mechanism for assessing potential risks major policy decisions may pose to social stability, make innovations in the mechanism for handling public complaints made through letters and visits, intensify efforts in improving urban and rural communities, improve the system for managing services to the floating population, and promote the sound and orderly development of social organizations, so as to effectively prevent and resolve social conflicts. We will improve the public safety system. To do so, we will tighten oversight and supervision of the quality and safety of food and drugs as well as agricultural products and build a sound supervision system that covers the whole process and a tracing system. We will deepen the reform of the system for managing workplace safety and establish permanent mechanisms for guarding against latent risks and for preventing and controlling safety risks. With these efforts, we aim to effectively prevent accidents, especially major and very serious accidents, and steadily reduce the number of workplace accidents, the deaths from workplace accidents, and the rate of death related to production or operations. We will improve the disaster prevention, reduction and relief system, strengthen disaster prevention infrastructure, and explore an insurance system for major accidents and natural disasters. We will make comprehensive efforts for public order, improve the multi-tied prevention and control system for public order, and be on high alert for and crack down on crime in accordance with the law. We will promote integrated military and civilian development and make effective efforts in strengthening national defense, national defense education, national defense mobilization, civil air defense, “double support” and the special care and placement policies.

8. We will improve the mechanism for doing practical things for the public and give top priority to solving real problems that affect their interests most directly and are of greatest concern to them. We will try our best to do what we are capable of. With the focus on serious problems that the people are resentful about, we will increase government spending on ten things that are related to the wellbeing of the people, with clearly-defined tasks, schedules and responsibilities.

1) We will intensify our efforts to deal with sewage. We aim to eliminate rubbish rivers and clean up 1,000 kilometers of polluted and stinky rivers. We will accelerate the construction of urban sewage treatment facilities, and start construction of sewage treatment facilities in 69 designated towns within this year. We will make great efforts to upgrade technologies in sewage treatment plants and ensure that the quality of the discharged water from 75 urban domestic sewage treatment plants meets the national standard for Grade I.

2) We will increase efforts to reduce haze. We will start a new round of efforts to upgrade desulfuration, denitrification and dust-disposal equipment and technologies in 20% of coal-fueled power plants. We will phase out 100,000 high-emission vehicles and effectively reduce the discharge of fine particulate matter (PM2.5).

3) We will strengthen the integrated and comprehensive improvement of urban and rural environment. In our effort to build counties with no illegal buildings, we will continue our efforts in “Three Renovations and One Demolition” and build a sound and permanent mechanism for demolishing all illegal buildings. We will make greater efforts to deal with rural sewage, which will benefit 1.1 million rural households. We will increase our efforts in reducing urban traffic jams and raise the public transport mode share by 2 percentage points in prefectural cities.

4) We will carry out campaigns to ensure the quality and safety of agricultural products. Fast testing centers for agricultural product safety will be set up in all counties (county-level cities or districts) and they will be open to the public for free. A total of 200 urban markets for farm produce will be renovated and developed into “trustworthy markets” and one third of the supermarkets in urban areas will have “trustworthy counters”.

5) We will steadily increase the income level and living standards of low-income groups. The minimum wages at the four levels will be raised by an average of over 8% and the subsistence allowances for urban and rural residents will have a year-on-year growth of over 8%. We will start construction of 150,000 units of urban low-income housing and will complete 115,000 units.

6) We will promote the standardized development of primary and secondary schools. The proportion of standardized primary and secondary schools will reach 65% in the province, a rise of 10 percentage points over last year.

7) We will improve the medical insurance and aid system. We will carry forward the development of the insurance system for serious diseases for urban and rural residents and achieve full coverage within the year. We will improve the mechanism to provide aid to needy people for treating serious diseases. All counties (county-level cities or districts) will raise medical aid fund, with no less than 13 yuan for every person with registered permanent residence.

8) We will make greater efforts to develop the system of rural cultural services. 1,000 cultural halls will be added in the rural areas. In addition, the rural emergency response broadcasting system will cover 30% of the villages and is expected to achieve full coverage in two years.

9) We will speed up the building of an old-age service system. 4,000 more home-based care centers will be built for the elderly in the urban and rural communities and 20,000 more beds will be added in elderly care institutions.

10) We will reduce spending of governments of the province, cities and counties on official overseas trips, vehicles for official use and official hospitality by 30% and spend it instead on sewage disposal, flood prevention and drainage, water supply and water conservancy

It is the need of the development and the wish of the people to build a service-oriented government that satisfies the people. The Provincial People’s Government will conscientiously implement the resolutions and decisions made by the Provincial People’s Congress and its Standing Committee, consciously accept the oversight of the People’s Congress in accordance with the law and the democratic oversight of the CPPCC, and seriously handle proposals from delegates to the People’s Congress and from CPPCC members. We will listen to the opinions and suggestions of the democratic parties, people’s organizations, and people from all sectors of society, and voluntarily accept legal oversight and oversight through public opinion.
