Zhejiang Makes New Breakthroughs in Transportation

by Carrying out Five Major Constructions

  1.Major Ports

     Zhejiang boasts the unique conditions for developing port transportation. The 6,646 -kilometer-long coastal line accounts for 21% of the national total length. The coastal line with deep-water stretch, where ports are planned to be built, is 506 kilometers long. Zhejiang has an extended network of waters, with inland navigable waterway mileage of 9,750 kilometers. The high grade waterways including those of Grade four and above are 1386 kilometers long. The rich transportation resources of deep-water ports and inland navigable waterways for evacuating cargoes along with the location at the T-junction of Yangzi River Economic Zone and East Coastal Economic Zone constitute Zhejiang’s outstanding advantages in resources and regional location.

  There are four coastal ports in Zhejiang, namely Ningbo-Zhoushan, Wenzhou, Taizhou and Jiaxing. By the end of 2011, there had been 173 berths for over 10,000-ton class vessels ( excluding Yangshan port area) with the yearly integrated throughput of 0.83 billion tons. Currently, there are 7 inland major ports, namely, Hangzhou Port, Huzhou Port, Jianxing inland river Port, Shaoxing Port, Ningbo inland River Port, Jinhualanxi Port, Lishuiqintian Port, with an integrated throughput of 0.41 billion tons.

    By the end of 2011, Zhejiang’s waterway shipping capacity had reached 20.78 million DWT, of which the coastal special ships and one-thousand tonnage ships reached 14.48 million D.W.T. The average tonnages of the coastal and inland waterway transportation vessels reached 4,864 tons and 206 tons respectively. Being large and specialized continues to be the trend of developing transportation vessels.

    In 2011, the whole province completed the waterway passenger transportation of 35 million persons, 644 million passenger-km, a year on year increase of 9.9% and 6.8% respectivelythe volume of waterway freight transportation of 0.73 billion tons, 688.8 billion ton-km. In 2011, the coastal ports across the province handled cargoes of 0.87 billion tons, the inland river ports handled 0.36 billion tons, a year on year increase of 10.0 and 5.1 respectively. The coastal ports handled containers of 15.886 million TEUs, a year on year increase of 13.1%. Ningbo-Zhoushan Port handled cargoes of 694 million tons, a year on year increase of 9.6%, containers of 14.719 million TEUs, a year on year increase of 12%. The container routes of the port hit 239, among which 130 are ocean going routes connected to more than 600 ports in over 100 countries and areas all over the world.

2. Network of Major Roads

   Highway transportation is an important part of the integrated transportation system. Based on the general plan of “Five Major Constructions” of modern transportation by CPC Zhejiang Provincial Committee and the provincial government, the highway construction will focus on being part of Yangzi River Delta, reaching the adjacent provinces, coordinating urban, rural and regional development, strengthening the economic power of Zhejiang and ensuring the smooth construction of a modern Zhejiang with both material and spiritual wealth with an infallible highway transportation system.

1) Basics of highways in Zhejiang

  Up to the end of 2012, the total length of roads across the province had been 113,550 kilometers. Rated administratively, there  are national roads of 4,205 kilometers, provincial roads of 6,245 kilometerscounty roads of 27,782 kilometerstown roads of 18,740 kilometersroads for special uses of 694 kilometersvillage roads of 55,884 kilometers. Rated technically, there are highways of 3,618 kilometersfirst-class roads of 4,903 kilometerssecond-class roads of 9,447 kilometersthird-class roads of 7,836 kilometersfourth-class roads of 55,151 kilometersquasi fourth-class roads of 29,069 kilometersnone-class roads of 3,527 kilometers. The provincial road density is 111.54 kilometers per hundred square kilometers. Towns and village roads are 100% open with 100% traffic fluency rate , the roads to administrative villages are 99.59% open with 99.56% traffic fluency rate . There are 46,669 bridges of 2,432,092 linear meters1,370 tunnels of 865,974 linear meters. Second class and above roads across the province account for 15.82% of the provincial total road mileage, surfaced roads and simply surfaced roads(including high class , sub high class surfaces) account for 97.13% of the total road mileage.

  2) General approach, goals and tasks of developing road industry during 2013-2017

General Approach

   Holding high the great banner of socialism with Chinese characteristics, following the guidance of Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development, based on the overall plan of “promoting five constructions, constructing five systems” by the CPC leading group of the Department of Transport, to construct the road network, to deepen the construction of roads with five characteristics (namely, good quality, road safety, ecological civilization, human-centered service, law-based management), to promote with all efforts the six projects, work strenuously for beautiful roads, so as to provide a solid road transportation guarantee for realizing a modern Zhejiang rich materially and spiritually.

Goals and Tasks

A. To improve the Road Network

   Construct and improve a road network with reasonable structure and sufficient capacity, with highways being its framework, national and provincial roads its support, and countryside roads its foundation, capable of serving solidly the construction of modern integrated transportation system and provincial economic and social development.

B. To improve the Road Conditions

    Targeting at maintaining and improving the road technological conditions, focusing on the overall improvement of road management, take steps to achieve scientific means of maintenance, the procedure-based operations of maintenance and the legalized management of road administration, putting in place a modern road management and maintenance system  meeting the demands of road transportation moderately advanced and capable of sustainable development and good service.

C. To Beautify Road Areas

   Integrate the ideas of energy conservation, environment protection, green development, circular development and low-carbon development into the whole process and every aspect of road construction and management. Take effective measures, focus on building a beautiful road environment and advance continually the ecological civilization of road industry.

D. To Secure Road Safety and Traffic Fluency

  With the goals of the procedure-based safe production, the efficient handling of emergency response and the long-term effect of management mechanism of the road industry, guarantee the safe operations of road facilities, strive for an overall improvement of the ability in handling road emergency response and the standard of securing the road safety, ensure that the management of road emergency response and ability in securing road safety and traffic fluency generally meet the demands of economical and social development as well as facilitating people’s safe, convenient and speedy travels.

E. To Achieve Intelligent Management

  Guided by the provincial 12th five-year plan on IT application to transportation and road construction, based on the consolidation of present application achievements, further expand the infrastructure construction, advance the integration and sharing of information resources, construct “intelligent roads”, so as to realize the collaborative management of business, intelligent public services, efficient emergency response direction and scientific decisions of management, to improve comprehensively the integrated road management, road network monitoring and public service abilities.

F.To Improve the Qualities of Staff

    Revolving around promoting the goals of developing scientific development of provincial road industry, focus on the overall improvement of the staff’s comprehensive qualities and make efforts to intensify the construction of grass roots road stations and teams, to build a civilized and honest discipline of business, deepen  core value philosophy of roads, construct basically a cultural system with Zhejiang road characteristics and with certain social impact, so as to provide a strong support for the sound development of road transportation industry.

  3.Major Airports

    Started from scratch in the mid-1950s, the civil aviation in Zhejiang has been developing and continuing to thrive since then. Currently, Zhejiang has three international airports of Hangzhou, Ningbo and Wenzhou, four branch line airports of Yiwu, Taizhou, Zhoushan and Quzhou, along with two general airports of Hengdian in Dongyang, Thousand Islets Lake in Jiande. 207 flight routes have been opened, including 158 domestic ones and 49 international and regional ones. In 2011, the passenger handling capacity of civil airports in the province hit 30.05 million persons, the postal cargo handling capacity was 420,000 tons, ranking 5 on the national comprehensive list. Zhejiang has become an indisputably big province of civil aviation. In 2012, in response to the call of enhancing national power by constructing strong civil aviation, Zhejiang civil aviation implemented the major aviation strategy attempting to build Zhejiang into an aviation power.

(1) Hangzhou Xiaoshan International Airport is an important regional hub airport in China, an international airport with scheduled flights and first class airport open up to the world. The airport was constructed and put into operation on Dec. 30, 2000. There are two terminals and one runway of 3600m×45m, along with passenger and freight handling facilities. The second phase project includes a newly built runway of 3,400m×60m and the third terminal of 180,000 square meters along with the supporting facilities, which are to be completed and put into use soon.

     Flight routes network has taken shape, reaching over 80 destinations all over the domestic major cities, areas of Hong Kong, Macau and Taiwan and East Asia, Southeast Asia and Europe. In 2011, the airport completed the passenger turnover of 17.51 million persons, the postal cargo turnover of 306,000 tons, ranking 10 on the national list.

(2)Located on the Yingxi plain, east of Zhejiang Province, Ningbo Lishe International Airport is an important trunk airport in China. It is 4E class airport with a runway of 3200 meters long and 60 meters wide. With internationally advanced equipments for communication, navigation and surveillance, the airport meets the requirements for takeoffs and landings of large size airplanes like Boeing 747. There is a parking apron with an area of 142,000 square meters, and terminals in use with a total building area of 43500 square meters. Currently, there are 47 flight routes open to service, building a network of routes reaching large and medium-sized domestic cities like Beijing, Guangzhou, Shenzhen, Chendu, Chongqin, Xiamen, Qindao, Dalian as well as Hong Kong and Taiwan. In 2011, it had turnovers of passengers and airfreight of respectively 5.01 million person time and 58,000 tons, ranking 32 on the national list.

(3)Yongqiang Airport in Wenzhou was put into use on July 12, 1990. It covers an area of 140 hectares, of which the parking apron covers 154,000 square meters, the terminal 36500 square meters. The airport has a runway of 2400 meters long, 25 parking bays and 4 boarding hallways, and a 4D-class airfield. Approved by the State Council in June 2011, it has officially become the third international airport in Zhejiang. In 2011, it had turnovers of passengers and postal cargoes of respectively 559 million person time and 49,000 tons, ranking 29 on the national list.

(4)The construction of Taizhou Airport was started in January 1954. It was approved by State Council and Central Military Commission in September 1987 to be used for both civil and military aviation. In October of the same year, a civil flight station was set up, and open to service on Dec.4. The airport is defined to be an important 4C -class branch airport in East China, supporting the takeoffs and landings of type C air crafts with full weight and some of type D air crafts such as Boeing 737, 757, airbus 319, 320, 321, capable of ensuring the yearly passenger turnover of 1.2 million persons. In 2011, it completed the passenger turnover of 628,000 persons and postal cargo turnover of 6,179 tons, ranking 65 on the national list.

(5) Quzhou Airport is located at the suburb of Quzhou City, a transportation hub of the neighbouring provinces, 3 kilometers away from the downtown. It is a 4C-class airport for both civil and military use. The civil flight station was put to use on Nov.26, 1993, and it has since then opened flight routes to Hangzhou, Xiamen, Wenzhou, Shanghai, Guangzhou, Beijing, Nanjin, Qindao and Shenzhen. In 2011, the passenger turnover and postal cargo turnover were 148,000 persons and 263 tons respectively, ranking 119 on the national list.

(6)Located in Zhujiajian island, hometown of sand sculptures, Putuoshan Airport in Zhoushan is only 1.2 kilometers away from Shenjiamen, a most renowned fishing port in the west, 2.5 kilometers away from Putuo Mountain in the north, known as a Buddist Paradise of Sea. The airport covers an area of 200.3 hectares. The aircraft movement area is equipped with a runway of 2500 meters long and a parking apron of 52,000 square meters. It accommodates 8 medium-sized and small-sized aircrafts simultaneously and supports takeoffs and landings of aircrafts of Boeing 757 and below. The domestic terminal covers an area of 6,400 square meters. The annual passengers turnover is 800,000 persons. In 2011, the passenger turnover and postal cargo turnover were 380,000 persons and 2860,000 tons, ranking 81 on the national list.

(7)Yiwu Airport was built and put to use on April 1, 1991. In December of 1993, it was closed for expansion. In December of 1994, the reconstruction was completed and the flight service resumed. Currently the aircraft is of 4C class, supporting the takeoffs and landings of aircrafts like Boeing 737-800 and below. It has successively opened flights to major and medium sized cities like Beijing, Guangzhou, Shenzhen, Xiamen and Hong Kong. The weekly flights are over 60. In 2011, the passenger turnover and postal airfreight turnover were 760,000 persons and 3,414 tons respectively, ranking 60 on the national list.

4.Waterway Transportation

     Zhejiang boasts the unique conditions for developing port transportation. The coastal line is as long as 6,646 kilometers, which takes 21% of the national total. The deep water stretch of coast, along which ports are planned to be built, is 506 kilometers long. Zhejiang has an extended network of waters, with inland navigable waterway mileage of 9,750 kilometers and high grade waterways (Grade four and above) of 1,386 meters long. The rich transportation resources of deep water ports and inland navigable waterways for evacuating cargoes, the location at the T-junction of Yangzi River Economic Zone and East Coastal Economic Zone are Zhejiang’s most distinctive advantages in resources and geographic location.

  There are four coastal harbours in Zhejiang, namely Ningbo-Zhoushan, Wenzhou, Taizhou and Jiaxing.      Zhejiang is a province with developed economy, international trade and good services. According to statistics, the industry of logistics is playing an even more prominent role in the development of provincial service sector, and thus is becoming more and more important in the economic construction. In 2012, the provincial demand for logistics and the added value of logistics industry kept the momentum for quick increase. The added value of the logistics of the whole year was 335 billion yuan, a year on year increase of 8%, accounting for 21.4% of the provincial total of the service sector9.7% of the provincial GDPthe social logistics totaled 1.11 billion yuan, a year on year increase of 8.5%, accounting for 6.3% of the national total. There are over 13000 legal entities of logistics all over the province. Logistics industry is an important productive service sector, closely related to manufacturing, business and trade industries. With the continuous development of economic society, logistics industry has been playing a more and more important role in the way of increasing production efficiency, reducing circulating cost, and satisfying people’s demands.

  1)General Idea

  Making the most of the strengths of Zhejiang province as an economic power, market power and international trade power, Zhejiang should develop a provincial system of transportation and logistics by means of guiding, aiding, supporting and nurturing, which is based on logistics parks, supported by the logistics information platforms, approached by technological criteria, exemplified by the leading enterprises, and oriented to total logistics; transform and promote the traditional transportation industry with modern logistics ideas, organizational modes and technology. In light of the requirements of scientific theory of development, change the development mode of transportation industry and realize the transformation of traditional transportation industry into modern service industry under the guidance of plans, policies, management, service, public opinions and capital.

  2) General Goal

The focus of the logistics construction goal is: to construct three systems. The first is to perfect the network system of logistics knots with the core of logistics parks, the mainstay of logistics centers, the base of distribution centers, the complementing of logistics stations in countryside.

The second is to develop a network of leading enterprises which serves international logistics, regional logistics and distribution logistics.

The third is to construct a service network of public logistics information, adjusting the development of transportation and logistics industry in Zhejiang Province to the provincial needs of economic and social development.

  3) Major Tasks

In the following years, the construction of logistics in Zhejiang mainly involves 10 tasks:

  ²Lay down specific implementation plan for developing logistics industry

  ²Work out a blueprint of the transportation and logistics bases

  ²Expedite the construction of the key bases for transportation and logistics

  ²Expedite the construction of  public logistics information system

  ²Cultivate leading enterprises in modern logistics

  ²Construct concentration, distribution and transportation routes of logistics knots

  ²Construct integrated transportation network and regional distribution network

  ²Streamline the transportation capacity structure, promoting the standardization construction

  ²Promote the construction of honesty and safety system in transportation and logistics industry

  ²Introduce and cultivate competent personnel with expertise in logistics

(4) The main work accomplished in 2012

    First, progress has been made in the construction of port transportation and logistics. The size indicators of shipping capacity have been improved greatly. The structure of shipping capacity has been prominently improved. Special ships and ships with one-thousand tonnage and above reached 17 million DWT, accounting for 75.2% of the provincial total scale of the shipping capacity. The average tonnages of seagoing ships and inland river ships have been increased greatly, reaching 5477 DWT and 212 DWT respectively.

    The advantages of ship transactions over the same business in China were further uplifted. The year round turnover amounted to 7.5 billion yuan. The construction of the provincial shipping transactions platform was promoted orderly and steadily. The shipping transaction service was uplifted to a new level. And its outreach was expanded.

    The port transportation logistics service system was further improved .According to the overall work plan by the provincial government along with the plan for Ocean Economic Demonstration zone and new requirements of constructing Zhoushan Archipelago New Zone, the action plan of constructing port transportation logistics (2012-2015) was drafted. The action plan for constructing major waterway transportation and major ports were studied actively. The preparation and compilation work of Ningbo-Zhoushan port general plan was planned actively and launched. The revision and compiling work plan was made. The plan for deepening the integration of Ningbo Zhoushan ports was laid down and improved. Tracking the development trend of two transaction centers in Ningbo and Zhoushan as well as the construction progress of all systems’ construction projects, it shows that the total turnover of big cargoes in Ningbo and Zhoushan’s transaction centers hit 250 billion yuan. In addition, the provincial port transportation system was organized to participate in the 23rd International Seafaring Exhibition in Greece, promoting the business invitation projects of port transportation logistics service system, and received positive comments from overseas.

    Second, the applications of science and technology in port transportation was elevated to a new level. According to the work plan and requirements of the Ministry of Transportation and Ministry of Railway, the implementation plan for the demonstration project of integrating railway and waterway transportations in East China was laid down and improved in Ningbo. The railway and waterway integrated transportation service for containers from Ningbo to Wenzhou, Shangrao, Taizhou were successively scheduled. The integrated transportation along Zhejiang-Jiangxi railway and Wenzhou Port has made great breakthroughs. Containers of 59,000 TEUs were shipped year-round by railway and waterway integrated transportation, a year on year increase of 27.5%. The national inland river boats network demonstration project was expedited. The implementation plan for the demonstration project was written.Three R&D projects involving essential technology including “A Study on the Standard System of Boat network” were undertaken. The port transportation construction of Zhihui Port in Thousand Islands Lake was planned. The beginning phase work of project design was well done. The upgrading platform was improved, and the construction of intelligent terminal facilities on boats was expedited. Energy conservation and exhaust reduction of the waterway transportation industry was promoted. New technologies for energy conservation was popularized and applied. The average gas consumption by the inland river cargo vessels throughout the year was reduced by 1.78%, and that by the coastal cargo vessels was reduced by 2.32%.

    Third, the airport construction plan and investment are further strengthened. Wenzhou Airport was officially open to the public since last year, becoming the third international airport of the province. To cooperate with the international freight shipping, currently the renovation plan for its Custom Supervision House, domestic arrival warehouse and the construction plan for express mail warehouse in the T2 freight shipping zone has been laid down. The investment construction and renovation for the freight transportation infrastructures were strengthened. The original freight stations in Ningbo and Wenzhou were renovated and expanded. Hangzhou airport has made large-scale expansion and renovation to the projects like express mail transport hub base, eastward expansion of A zone freight station, and aviation logistics storages etc. Some of the facilities have been put to the operation.

    Fourth, the aviation logistic information platform construction was advanced further. In 2012, the preliminary planning and preparation were done to IT application construction in aviation logistics. A group for promoting the project of provincial aviation logistics IT application construction was formed. To do a good job with the aviation logistics IT application, workshops, prophase investigations and studies were organized for many times, experts were gathered to deliberate the projects. Two IT application projects, namely, A Study on Aviation Information Service System in Zhejiang Province and The Development of Hangzhou Xiaoshan International Airport Logistics Information Platform and its pilot application, were successfully granted budget funding.

   In addition, a monographic study on national transportation logistics public information sharing platform , which was connected with the provincial aviation logistics in 2013,  was conducted. An application was made about a software development project on airport logistics information system in Zhejiang Province (first stage). It passed the preliminary review by the experts organized by the General Office of the provincial government at the end of 2012. The final preparation for bidding is under way.

    Fifth, comprehensive progress was made with the national platform construction. The construction of logistics information platform was promoted with all efforts through cooperating with the Ministry of Transportation to develop the outline design of the platform. Under the guidance of the principle of “Make It Big, Strong and Sustainable”, Zhejiang Province participated comprehensively in the compiling of platform construction outline, specifying the platform’s functions, organization and structure, technological structure, work mechanism and operational mode, undertaking conferences of platform construction called by the Ministry. On the first session of national joint conference of constructing a public platform of transportation and logistics information and meeting for forming a group of technological experts held on September 15, the outline of platform construction was specified, the tasks of the provinces (cities, autonomous regions) involved in the construction of the platform’s basic exchange network were assigned, the position of Zhejiang as the management center in the platform construction was confirmed. The provincial on-the-spot meeting for promoting IT application in logistics was convened. The budget plan for 2012 IT application construction projects was made. The interconnection of manufacturing and logistics was promoted comprehensively.

   The external interconnection was carried out actively. National transportation logistics public information platform and Alibaba logistics platform signed a contract for cooperation, which realized the interconnections among the systems of Xinhua bookstore, East China Pharmaceutical Group, Zhejiang Rongsheng Holding Group, Huarui Chemical Fibers, Zhencheng Medicine, Ruiming Industrial Co., Ltd and Wanlong chemicals co Ltd.  Cooperation in the field of international logistics had been expanded. The domestic promotion work of pilot projects of interconnections among ports in China, Japan and Korea was advanced by continuing the coordination among all the involved parties. The renovation of the dynamic schedule connection of container ships in 9 pilot ports across China including Tianjin was advanced. The 6th NEAL-NET Technology Conference was held. The information sharing and connection with EU and Hong Kong was promoted.

    Sixth, the support and guidance for the logistics parks were intensified. To implement the guiding policy of investment and subsidy to logistics parks by the Ministry of Transportation, the adjustment and report work of logistics parks planning projects belonging to the 12th five year plan of the Ministry was organized. Four projects including logistics parks in Quzhou Industry New city were removed. Two logistics parks projects, Hangzhou Transfar and Shaoxing Keqiao, jointly constructed by the Ministry and the province, were added.

    Across the province, 5 logistics parks (stations) have obtained the qualifications for investment subsidy in the year 2012-2013 from the Ministry of Transportation. Transfar roads and ports network construction was supported and the brand of “Road Port Express” was promoted. The guideline of construction, operation and management was written. The research project results were released. The management of all lines of business at all levels were directed to strengthen the procedure-based management of the construction, operation, support and approval in the parks. The renowned logistics experts were arranged to give consultation, guiding the production of comprehensive functions of parks. The new round of assessment work of the logistics parks under the major support was completed. The provincial key logistics parks adjustment plan was drafted.

    Seventh, the integration and development of the leading enterprises in the logistics industry were expedited. Pilot demonstration project of the drop and pull transport was promoted continuously. The adjustment and improvement of industrial transportation organization mode was pushed forward vigorously. Efforts were made on the cultivation of new modes of container drop and pull transportation: double containers pulled round trip with one for each single trip, containers pulled at home base and dropped at destination bases, containers dropped and pulled at client’s terminals etc. 7 projects had been listed as drop and pull transportation experimental units at ministry level, 2 of which had obtained the supportive fund.19 drop and pull transportation experimental units at provincial level were announced. The promotional work for enterprises resources integration trials was continued. The trial demonstration project plan for integrating resources in 12 enterprises was announced. Efforts were made on the integrations in four aspects: linkage of two industries, joint merging, IT application and networked platform. Efforts to expedite construction and development of the logistics distribution system in rural and urban areas were continued. The plan for 8 demonstration project of countryside logistics was streamlined preliminarily.

    Eighth, the requirements for the industry’s sound and stable development were carried out. According to the spirit of “Circular on Further Promoting the Road Transportation Industry’s Sound and Stable Development” released by the State Council’s General Office, based on the general plan of the provincial department, efforts were made on the research and formulation of supporting measures of the road freight transportation industry. A linkage mechanism of gas price and freight rates in freight transportation market was formulated and announced, put into effect by the association in the four sub industries of containers, dangerous cargoes, cold chains and freightage of common cargoes. The plan for preferential toll was researched and drafted. The freight index announcement was held in Yiwu, which was the first publicly announced price index of freight transport by road in China. To strive for a price index of freight transport by road in Zhejiang province, the relevant units were organized to do the deepening work in the aspects of data collection, plan improvement and system development. Three issues of Road Freightage Operation Dynamics and Situation Analysis of the year were compiled.The prophase investigation and study along with the investigations on the influence of implementing “business tax giving way to value added tax” were conducted.
