The News Conference of the Achievements of “The Five Major Transportation Constructions”

Dear friends from the press,

Good morning.

I will present an introduction to “The Five Major Transportation Constructions” in Zhejiang and answer some questions of general concern.

  1.Achievements of “The Five Major Transportation Constructions” in the past five years

  In the past five years, the total investment in the fixed assets in transportation has exceeded 380 billion yuan in our province, with an increase of 44% as compare to the past five years, taking the lead in the whole country. The investment in transportation construction in the year 2012 reached a record high of 80.5 billion yuan, which is 147% of the annual plan (54.6 billion yuan),

  (1) The major port construction, with the construction of Ningbo-Zhoushan Port as a leading project, has made significant progress. Centering on the strategic deployment of constructing Zhejiang Ocean Economic Development Demonstrative Zone and Zhoushan Islands New Area, the construction of large ports has been greatly promoted. First, the construction of coastal ports has been perfected. From the year 2008 to 2012, the total investment in ports construction reached a record high of 55.62 billion yuan. The investment in coastal areas was 47.02 billion yuan, with 185 berths of hundreds of thousands of tonnage. The handling capacity of the coastal ports reached 930 million tons, and the TEU handling capacity was 17.57 million TEUs. Second, the integration of Ningbo-Zhoushan port has been further promoted. “The General Program of Ningbo-Zhoushan Port” was compiled and issued. In the year 2012, the cargo-handling capacity exceeded 740 million tons, occupying the top position around the globe for four consecutive years. Boasting its 216 shipping routes, it becomes the port with the largest number of deep-water berths and the largest number of super-large ships entering and leaving the port in China. Third, the shipping service industry has been developed. In the year 2012 the transport capacity of ocean shipping hit 19.2 million DWT, taking the first place among all provinces in China. A ship sales market network was established covering the major sailing areas of the province, with Zhoushan in the leading position. The first ship transaction index in China was also issued. We successfully held the signing ceremonies and the project promotion meetings of the shipping logistic systems at the provincial or departmental level. 20 big projects were introduced with the total investment of 65 billion yuan. The total commodity trading volume in Ningbo and Zhoushan exceeded 250 billion yuan.

  (2)Remarkable advances were made in major road network construction represented by the building of world-class bridges. First, the major road framework was improved. During the period from 2008 to 2012, a total investment of 199.5 billion yuan was put into road construction around the province. 13,000 kilometer of roads were newly built with the total mileage of 113,000 kilometers, among which the total mileage of highways hit 3618 kilometers, the second in density around the country. Two world-class bridges, the Hangzhou Bay Bridge and the Zhoushan Trans-Oceanic Bridge, were built. Second, the transportation in both urban and rural areas was developed in coordination. The “Jiashan Experience” was summed up and promoted, and a meeting on the overall development of transportation in urban and rural areas was held. The construction of inter-village highways has been fulfilled, offering each village around the province the access to highways of village level. The coverage ratio of passenger transport lines in the rural areas reached 93.1%. Third, the road management and maintenance was strengthened. The ratio of good or fairly good main roads around the province reached 95.5%, winning the honor of “The Advanced Unit in Road Maintenance and Management” in the national examination of main roads during the 11th Five-Year-Plan. 100,000 kilometers of the roads around the province have full access to regular maintenance and management, an achievement presented and shared as a successful experience in the 2nd International Convention on Rural Roads. The average overrunning ratio on the roads in Zhejiang was reduced below 4.3%, which is 2.4% lower than the national figure. Zhejiang province took the lead in using divided lanes for passengers and cargo on highways. Fourth, the clearing of toll ways in the province was carried out. Around 2,500 kilometers of toll ways were cancelled, with the annual cut in toll of 1.7 billion yuan. The “green channel” for fresh agricultural products helps reduce a total toll of around 3.3 billion yuan. Eleven charging items in water transportation were cancelled.

  (3)Major breakthrough was made in aviation construction, particularly in general aviation. First, the airport management system was modified. Zhejiang Airport Authority was set up to strengthen the monitoring of and service for airports. With the strategic cooperation between the provincial government and the Civil Aviation Administration of China deepening, Zhejiang becomes the comprehensive pilot province of general aviation in China and the pilot area of low-altitude airspace management. Second, the construction of airport projects was promoted. The “Development Plan for the Civil Aviation Airports in Zhejiang” was composed. Several major projects were completed, including the Transformation and Extension Project of the Second Phase of Xiaoshan International Airport, the construction of the New International Terminal Building of Wenzhou Airport, and the Domestic Terminal Building of Yiwu Airport. Third, the aviation transportation network was perfected. With altogether 207 domestic and international airlines, the passenger throughput has reached 31.2 million persons and cargo throughput 450,000 tons, with the respective increase of 57% and 66% as compared to the figures at the end of the year 2007. In terms of the three major transportation index of passenger throughput, cargo throughput and flight movements, Zhejiang is ranked among the top 5 in the whole country.

  (4) Significant progress has been achieved in the major waterway construction focusing on the revival of inland water transport in the middle and upper reaches of the Qiantang River. First, the construction of inland waterway was bettered. Implementing the “Action Plan of Reviving Inland Water Transport”, we sped up the construction of the major waterways in Zhejiang, completing 9750 kilometers of the total open inland waterway and 1386 kilometers of high-level waterway above Level 4. The general pattern of waterways in Zhejiang has been formed. The Hangzhou-Ningbo Canal has been largely joined up. The first inland waterway of kiloton class in Zhejiang was completed. Some new projects started, including the project of reviving the waterways in the middle and upper reach of Qiantang River and the extension of the Changxing-Huzhou-Shanghai Waterway. The project of the Dam and Ship-lock of the Fuchun River was finally approved. Second, we devoted much effort in developing inland water transport. Benefitting from the development of inland ports, the volume of cargo throughput was increased by 110 million tons. By implementing the project of vessel standardization of inland waterways, the inland shipping capacity reached 3.47 million DWT, and the average tonnage of inland waterway vessels hit 212 DWT. By developing inland waterway container transport, the inland container waterways to Shanghai and Taicang were successfully launched, and the volume of inland waterway container throughput exceeded 140,000 TEU.

  (5)Significant progress was made in major logistics construction centering on the national logistics platform. First, we set up the working mechanism for transportation logistics. Taking the lead in the whole country in developing transportation logistics, Zhejiang becomes the first experimental zone of transportation logistics development. Drawing on modern logistic ideas and information technology, we transformed and updated the traditional approach to transportation. The construction of Yiwu International Inland port was promoted alongside the development of Yiwu as the pilot reform site of international trades. Second, the logistics information platform was set up. The Ministry of Pilot officially launched the project of platform construction, establishing Zhejiang as the center of national management. Up to now there are more than 100,000 connected users with the daily data exchange of over 800,000 messages. The logistics information network of east and north Asia is an exploration of the connection and sharing of logistic information between Asian and European countries. It helps to realize dynamic information sharing of the container ships in the pilot ports in China, Japan and Korea, and it is the first international technological platform mainly constructed by China. The past four years witnessed the stride from provincial platforms to national and international platforms. Third, the transportation structure is being transformed and optimized. We perfected the layout of transport stations, and completed 53 projects of construction or continued construction of key logistics bases with the total accumulated investment of 7 billion yuan. The transport management structure is also optimized, and Zhejiang tops the whole country in both the number of A-level logistics zones and the number of logistics enterprises. Great efforts were also devoted to developing drop and pull transport, and the integrated transport of railway and waterway. Seven projects were listed as the first-batch pilot projects of the Ministry of Transport. The achievements in transportation logistics of Zhejiang attracted wide attention, and we were invited several times to introduce our experiences in the national meetings on the work of transport.

  It is important to point out here that the development in transport bring also promoted the professional spirit. In the past five years, the transportation system in Zhejiang weathered multiple challenges of fighting the snow disaster, the earthquake relief, the assistance work to Qingchuan, the security work during Beijing Olympic Games and Shanghai World Expo, and made significant contributions. In the year 2012, the heroic deeds of “the most beautiful driver” Wubin deeply touched the whole nation. Many beautiful heroes and heroines of Wu Bin, Shu Youmin, Tian Chunliang, Yang Bin, Hu Jiandong, Zhou Linsong, Chen Lin and Jiang Yonggu, collectively present a most beautiful group profile of the trade of transport. In the recent five years, 157 advanced groups and 228 advanced individuals were granted at the provincial and departmental level and above. With all these heroic models and the lasting professional spirit, the core values of “benefitting the people, contribution and service” of Zhejiang transport will always push it forward in future development.

  2.The Outlook of the “Five Major Transportation Constructions” in the next five years.

The next five years are critical to the work of upgrading the whole well-off society and building a modernized Zhejiang with great material prosperity and spiritual wealth. In such a new developmental phase, we will follow the requirements of the Four National Strategic Measures, speed up the “Five Major Constructions”, strive to integrate transport in air, land and water with information technology, and to construct a modernized transportation system with a proper layout, comprehensive functions, smooth connections, safety and high efficiency, and environmental-friendliness.

        First, we will speed up major port constructions. Centering on the developmental scheme with Ningbo-Zhoushan Port and Jiaxing Port as the major role, and Wenzhou Port and Taizhou Port as the minor roles, we will optimize the port layout, integrate port resources, keep pushing forward the construction of port infrastructure, and to raise the service capacity of the ports. We will also optimize the connection between ports and railways, highways and waterways, construct a cargo distribution and transportation system with waterway and land connections and linkages to rivers and oceans. The number of 10,000 DWT berths will increase by 60, the throughput capacity of the coastal ports will increase by 240 million tons, the total throughput capacity of ports will hit 1.1 billion tons, and the container throughput capacity will exceed 18 million TEU.

        Second, the construction of major road network will be accelerated. We will develop the highways linking the neighboring cities and provinces in the Yangtze Delta and the Hercynian economic zone, and improve the cargo distribution and transportation channels of the highways near ports and airports. We will focus on the development of the national and provincial highways, and give priority to the construction of the main roads connecting the 14 industrial clusters and those leading out of the province, thus forming a preliminary network of inter-city express roads. We will also improve the road conditions in rural areas with special focuses. We will strive to complete 1000 kilometer of highways, and the total mileage of the roads will reach 117,000 kilometers by the end of 2017.

        Third, we will expedite major aviation construction. The role of Hangzhou as a regional hub will be strengthened, and the main line functions of Ningbo Airport and Wenzhou Airport will be upgraded. The sideline airports will be actively fostered, especially those in Jiaxing, Lishui, Taizhou and Quzhou. Being a pilot province of general aviation development, Zhejiang will promote the construction of the general airports in Dongyang and Shaoxing. By the end of 2017, the total passenger throughput in all the airports in Zhejiang will reach 50 million persons, and cargo throughput 800,000 tons.

        Fourth, we will promote the major waterway constructions. Focusing on the Level-3 and Level-4 waterways, we will promote the integration of river and ocean transport. The layout of inland ports will be improved, and special efforts will be devoted to the construction of inland docks of public functions. The logistic service of inland ports will be expanded, and modern logistics of the ports will be developed. According to the expected layout of inland waterway, we will update those in the north, make those in the south more connected, ensure the linkage of the eastern waterway with the sea, and revive the waterways in the west. The newly built high-level waterways will reach 310 kilometers, and the total mileage of high-level waterways around the province will reach 1600 kilometers in 2017. The inland waterways will reach 10,000 kilometers, and the handling capacity of inland ports will reach 390 million tons.

        Fifth, the logistic construction will be further promoted. Great efforts will be devoted to the upgrading of the national public information platform of transportation logistics. Network nodes will be established and put into use in 32 provinces (cities and autonomous regions) around the country. We will explore international cooperation by focusing on the Logistic Information Service Network of North-East Asia and the Asia-Europe logistic information sharing. The five logistic zones jointly constructed by the province and the department will well administered, and five projects jointly constructed by the province and the county will be completed. The construction of 10 freight stations on national highway transportation hubs, 40 freight stations on regional transportation hubs, and 100 freight stations in counties and towns will all be completed.
